of the City of Petaluma, California
RESOLUTION ACCEPTING COMPLETION OF THE SEA LEVEL RISE MAPPING AND
MODELING FOR CLIMATE ADAPTATION PROJECT (17-MITPPS-21019)
WHEREAS, on December 20, 2021, the City Council adopted Resolution No. 2021-200 N.C.S., authorizing
the submission of a grant application and the execution of the related grant agreement with the California
Department of Housing and Community Development under the Community Development Block Grant
Mitigation (CDBG-MIT) Resilient Planning and Public Services Program; and
WHEREAS, the City of Petaluma was awarded $192,500 in funding through the CDBG-MIT program to
complete a Sea Level Rise Mapping and Modeling for Climate Adaptation Project (17-MITPPS-21019); and
WHEREAS, the grant-funded project included developing unique comprehensive mapping from modeling
that combined both traditional storm flood maps with sea level rise maps to provide a holistic understanding of
flood potential now and into the future; and
WHEREAS, the City entered into professional services agreements with West Consultants Inc. and Sherwood
Design Engineers through a prime consultant, Raimi & Associates, Inc for flood modeling and mapping, and
community outreach; and
WHEREAS, the City procured professional consulting services in accordance with applicable grant and
procurement requirements, and the consultants have now completed all tasks outlined in the scope of work,
including flood and sea level rise models and maps, flood resiliency policy recommendations, community
outreach; and
WHEREAS, the project has achieved its purpose by developing the sea level rise components of our GIS
combined mapping and modeling that are being used to inform the General Plan Update policies for land use and
climate resilience, informing the draft Petaluma General Plan Update policies, and providing a valuable guidance
resource to the upcoming zoning ordinance revisions for development standards in and near the floodplain, as
well as other Planning studies moving forward; and
WHEREAS, the Sea Level Rise Mapping and Modeling for Climate Adaptation Project was primarily funded
through a Community Development Block Grant–Mitigation Planning & Public Services (CDBG MIT-PPS) from
the U.S. Department of Housing and Urban Development, with supplemental support from the City’s General
Funds to cover administrative staff support; and
WHEREAS, the City has reviewed and verified the satisfactory completion of all deliverables associated
with the Sea Level Rise Mapping and Modeling for Climate Adaptation Project, and acceptance of the project
completion is a requirement for grant closeout under the terms of the grant agreement; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Finds that the above recitals are true and correct and are incorporated herein as findings of this Resolution.
2. Accepts the completion of the Sea Level Rise Mapping and Modeling for Climate Adaptation Project (17-

MITPPS-21019) as outlined in the grant scope of work.
3. Directs staff to complete and submit all closeout documentation to the California Department of Housing and
Community Development, in accordance with the grant requirements.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 5th day of May 2025,
