of the City of Petaluma, California
RESOLUTION AUTHORIZING PURCHASE OF ONE BEAM SOLAR ARC EV CHARGING
SYSTEM THROUGH THE SOURCEWELL COOPERATIVE PURCHASING PROGRAM IN THE
AMOUNT OF $103,362.79 AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
DOCUMENTS NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the City adopted the Blueprint for Climate Action on November 4, 2024, which includes actions
to transition the City’s fleet toward electric vehicles; and
WHEREAS, the City applied for, and was awarded, an Energy Efficiency and Conservation Block Grant
allotment for $121,440 on October 3, 2024; and
WHEREAS, the City’s expanding EV fleet requires additional EV charging equipment; and
WHEREAS, Beam, Inc.’s Solar EV Arc system requires no sitework or electrical connections and only
requires relatively level, unshaded space to function; and
WHEREAS, Beam, Inc.’s EV Solar Arc system is listed in the Sourcewell cooperative purchasing system
(ID #04222—CPI) and satisfies the City of Petaluma’s procurement requirements; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that purchasing a Beam Solar EV Arc
system does not meet CEQA's definition of a “project” because the action does not have the potential for resulting
in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the
environment. The equipment requires no ground-disturbing sitework, would be placed upon an existing, paved
surface, and requires no new electrical connections.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that the adoption of this Resolution is exempt from the requirements of the California Environmental
Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that purchasing a Beam
EV Solar Arc system does not meet CEQA's definition of a “project” because the action does not have the
potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
3. Approves of the purchase of one (1) Beam Solar Arc EV charging system in the amount of $103,362.79 and
authorizes the City Manager to execute all documents necessary to complete the purchase

Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 2nd day of June 2025,
