Page 1 of 2 Resolution No. 2025-078 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING AWARD OF CONTRACT TO MV TRANSPORTATION, INC. FOR THE OPERATIONS AND MAINTENANCE OF PETALUMA TRANSIT SERVICES WHEREAS, the City of Petaluma seeks to “Provide for a range of attractive and viable transportation alternatives, such as bicycle, pedestrian, rail, and transit” as a guiding principal in the 2025 City General Plan; and WHEREAS, the City of Petaluma Public Works Department has identified transit as a vital piece of achieving the multimodal accessibility through Petaluma; and WHEREAS, the City of Petaluma has provided fixed route transit service (“Petaluma Transit”) and paratransit service (“Petaluma Paratransit”) throughout the City for over five decades; and WHEREAS, the City of Petaluma contracts operations and maintenance of its public transportation services, and periodically conducts a competitive Request for Proposals (RFP) process for these services; and WHEREAS, an RFP was issued on February 19, 2025 with responses due on April 9, 2025; and WHEREAS, two proposals were received one from MV Transportation, Inc. and one from Storer Transit Systems; and WHEREAS, an ad hoc Selection Committee was formed to assist City staff in evaluating proposals, conducting interviews, and making a recommendation for contract award; and WHEREAS, the Selection Committee recommendations were brought forth to a Transit Advisory Committee Special Meeting on May 20, 2025 for review; and WHEREAS, the Selection Committee and TAC are recommending awarding the contract to MV Transportation, Inc. to provide operations and maintenance services for Petaluma Transit through FY30, with the potential for three one-year extensions; and WHERAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061(b)(3), the Common Sense Exemption, which states “The activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.” The contract will operate on the City’s existing public transit system, with the goal of reducing vehicle miles traveled (VMT) by single-occupancy vehicles. Declares the above recitals to be true and correct and are incorporated herein as findings of this Resolution. 2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061(b)(3), the Common Sense Exemption, which states “The activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Awards the Transit Operations and Maintenance contract to MV Transportation, Inc. (MV) the lowest responsive bid, condition on MV’s timely execution of the project contract, and submitting all required documents, including but not limited to certificates of insurance and endorsements, in accordance with the project RFP. 4. Directs staff to issue a notice of award to MV. 5. Authorizes and directs the City Manager to a professional service agreement with MV, conditioned on MV’s timely execution of the project contract, and submitting all required documents, including but not limited to certificates of insurance and endorsements, in accordance with the project RFP. Under the power and authority conferred upon this Council by the Charter of said City.
