of the City of Petaluma, California
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A LETTER OF
INTENT AUTHORIZING SONOMA COUNTY PUBLIC INFRASTRUCTURE TO ADJUST
CITY OF PETALUMA FACILITY COVERS AS PART OF THE 2025 PAVEMENT
PRESERVATION PROJECT
WHEREAS, Sonoma County Public Infrastructure 2025 Paving Preservation Project will rehabilitate pavement in various
locations throughout Sonoma County; and
WHEREAS, the County’s 2025 Paving Project has locations on Paula Lane, Purrington Road and Chapman Lane which
will impact City of Petaluma utility infrastructure; and
WHEREAS, the City’s utility infrastructure including sewer and storm manhole covers, water valve covers,
and water meter lids will require adjustment and lowering to match the new pavement grade created from the
paving project; and
WHEREAS, the County prepares construction documents and publicly bids and awards the construction
contract to the lowest bidder; and
WHEREAS, the County is requesting a letter of intent from the City, allowing the County to include bid items
related to Petaluma utility infrastructure into the 2025 Paving Project, and agreeing to pay for construction items
once the project is complete; and
WHEREAS, the City is working with the County to include certain terms with the aim to ensure accountability
and coordination, and include:
•the County extending its warranty coverage to include the City;
•allowing the City to review and provide input on the proposed improvement designs
•granting the City the ability to inspect the work and confirm that it meets acceptable standards;
•requiring the County to provide advance notice to the City before commencing any work; and
WHEREAS, the cost for the construction bid items related to Petaluma utility infrastructure is estimated at
$45,960 and would be paid from water and wastewater enterprise funds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1.Declares that the above recitals are true and accurate and are incorporated herein as findings of this Resolution.
2.Authorizes the City Manager to execute a letter of intent for the Sonoma County Public Infrastructure 2025
Paving Preservation Project, attached to this resolution as Exhibit A.
3.Authorizes the County to include bid items related to Petaluma utility infrastructure.

4. Authorizes City staff to provide payment for construction bid items related to City utility infrastructure upon
project completion.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 16th day of June 2025,

Re: 2025 Pavement Preservation Project
Dear Mr. Hoevertsz,
We, the City of Petaluma, understand Sonoma County Public Infrastructure is planning
pavement treatments on various roads in Sonoma County during 2025. We further understand
that the work will be impacting up to two (2) storm drain manhole covers, eight (8) sanitary
sewer manhole covers, one (1) water meter cover, and sixteen (16) water valve covers. This letter
is to request that the County include the adjustment of our facility covers in its construction
contract. The estimated cost for City-owned facility upgrades is $45,960.
We understand that the County will award the contract to the lowest responsible bidder and
will open bids in Spring 2025. County documents for Bid Project Number C25101 are available
at https://sonomacounty.ca.gov/development-services/sonoma-public-infrastructure/road-
projects/current-projects. The City of Petaluma agrees to pay the County the bid price for
the ADJUST STORM DRAIN MANHOLE COVER TO GRADE, LOWER STORM DRAIN
MANHOLE COVER, ADJUST SANITARY SEWER MANHOLE COVER TO GRADE,
LOWER SANITARY SEWER MANHOLE COVER, ADJUST WATER VALVE COVER TO
GRADE, LOWER WATER VALVE COVER, and ADJUST WATER METER COVER TO
GRADE items, plus 10% for construction engineering and contract administration and 10% for
construction contingencies, for a total of 20%, after being presented with an invoice from the
County.
