Page 1 Resolution No. 2025-090 N.C.S. of the City of Petaluma, California RESOLUTION AWARDING A CONTRACT FOR THE TEMPORARY FIRE STATION PROJECT (C11502435) AND THE ONSITE ASPHALT PAVING AT FIRE STATION 2 AS PART OF THE FIRE RESERVE APPARATUS STORAGE & PAVING PROJECT (C11501911) TO ARNTZ BUILDERS, INC. WHEREAS, the City of Petaluma requires construction of a Temporary Fire Station at 307 Petaluma Boulevard South (C11502435) to allow uninterrupted emergency services during upcoming capital improvements at Fire Station 1 located at 198 D Street; and WHEREAS, the City of Petaluma also requires paving and drainage improvements at Fire Station 2 as part of the Fire Reserve Apparatus Storage & Paving project (C11501911); and WHEREAS, the City prepared construction bid documents and issued a Notice Inviting Bids on May 1, 2025 with a base bid for the Temporary Fire Station Project (C11502435) and an alternate bid for onsite asphalt paving improvement at Fire Station 2 as part of the Fire Reserve Apparatus Storage & Paving project (C11501911) in accordance with Public Contract Code § 20162 and applicable law; and WHEREAS, on May 29, 2025, one bid was received and opened in accordance with applicable law; and WHEREAS, the lowest responsible and responsive bid was Arntz Builders, Inc. in the amount of $2,558,425, consisting of a base bid amount of $2,074,308 and alternate bid amount of $484,117; and WHEREAS, Arntz Builders Inc. holds a valid California Contractor’s License and has been verified to meet the experience and performance requirements for this project; and WHEREAS, no bid protests were received, and the time for filing such protests has lapsed; and WHEREAS, the Temporary Fire Station project work is categorically exempt from environmental review pursuant to California Environmental Quality Act (“CEQA”) categorical exemption guidelines Class 3 (New Construction or Conversion of Small Structures), Class 4 (Minor Alterations to Land), Class 32 (Infill Development Project) as 307 Petaluma Boulevard South is consistent with applicable General Plan and zoning, less than five acres, surrounded by urban uses, the site has no value as a habitat for endangered, rare, or threatened species, is adequately served by all required utilities and public services, and the approval of the project would not result in in significant effects as the project temporarily replaces an existing nearby fire station, and the onsite asphalt paving at Fire Station 2 as part of the Fire Reserve Apparatus Storage & Paving project is categorically exempt from environmental review pursuant to California Environmental Quality Act (“CEQA”) categorical exemption guidelines Class 1 (Existing Facilities) WHEREAS, sufficient funding for the combined construction contract is available through consolidated appropriations from the Temporary Fire Station (C11502435), Fire Reserve Apparatus Storage & Paving (C11501911), and deferred Fire Station 2 Kitchen Remodel & Station Renovations (C11202434) projects. Declares that the above recitals are true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds the project to be categorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15303 (New Construction or Conversion of Small Structures), 15332 (Infill Development Project) and 15304 (Minor Alterations to Land). 3. Awards the construction contract for the Temporary Fire Station Project (C11502435) and Fire Station No. 2 Onsite Asphalt Paving (C11501911) to Arntz Builders, Inc. in the amount of $2,558,425 the lowest responsible and responsive bid, conditioned on Arntz Builders, Inc. submitting all required documents, including but not limited to executed bonds, insurance certificates, and endorsements, in accordance with the project bid documents. 4. Authorizes the City Manager to execute the construction contract and related documents on behalf of the City of Petaluma, and to take any actions necessary to administer the contract, including authorization of a construction contingency in the amount of $260,000. 5. Directs staff to issue the Notice of Award and Notice to Proceed upon the contractor’s timely compliance with submittal requirements. Under the power and authority conferred upon this Council by the Charter of said City.
