of the City of Petaluma, California
RESOLUTION AUTHORIZING THE PURCHASE AND INSTALLATION OF THE G2 FIRE
STATION ALERTING SYSTEM THROUGH THE NPPGOV COOPERATIVE PURCHASING PROGRAM
WHEREAS, the Petaluma Fire Department seeks to purchase the replacement of its fire station alerting
system (FSAS) at all three existing fire stations; and
WHEREAS, on June 16, 2025, the City Council adopted the Fiscal Year 2025-2026 budget, which contained
an allocation of $339,000 in Measure H funds set aside for the replacement of fire station alerting systems
(FSAS); and
WHEREAS, the City is a member of the NPPGov Cooperative Purchasing Program which supports
cooperative purchasing, allowing the City the opportunity to access competitively awarded and nationally
leveraged cooperative purchasing contracts; and
WHEREAS, the NPPGov Cooperative Purchasing Program provides an advantage by creating an
opportunity to access competitively awarded nationally leveraged cooperative purchasing contracts in accordance
with Petaluma Municipal Code Section 4.01.100 and 2 Code of Federal Regulations Part 200 (Uniform Guidance
for Federal Awards); and
WHEREAS, the fire station alerting system technology that best meets the needs of the Fire Department is
available through the NPPGov Cooperative Purchasing Program for purchase through US Digital Designs by
Honeywell and is comparably priced to similar fire station alerting systems; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that replacing a fire station’s alerting system
does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting in
either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the
environment, and because the action constitutes organizational or administrative activities of governments that
will not result in direct or indirect physical changes in the environment.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Declares that the above recitals are true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378, in that replacing a fire station’s alerting system
does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting
in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in
the environment, and because the action constitutes organizational or administrative activities of governments
that will not result in direct or indirect physical changes in the environment. If the proposed action was a
project under CEQA it would be exempt pursuant to CEQA Guidelines 15301 (Existing Facilities) and 15303
(Minor Construction).
3. Authorizes the City Manager to execute all documents necessary to purchase and install the G2 Fire Station

Alerting System in an amount not to exceed $275,000; and
4. Finds that the City’s purchase and installation of a replacement station alerting system meets the City’s Charter
and Municipal Code’s purchasing requirements.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 7th day of July 2025, by
