Page 1 Resolution No. 2025-093 N.C.S. of the City of Petaluma, California RESOLUTION AWARDING A CONTRACT FOR THE RAINIER AVENUE WATER SERVICE REPLACEMENT (C67502536), AND URBAN RECYCLED WATER SYSTEM EXPANSION (C66402554) PROJECTS TO TEAM GHILOTTI, INC. WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162, and other applicable laws, City staff prepared bid documents and solicited bids for the Water Services Replacement – Rainier Avenue (C67502536) and Urban Recycled Water System Expansion – Rainier Extension (C66402554) projects (“Project”); and WHEREAS, the Project was advertised on Friday, April 25, 2025, and 8 bids were received and opened on May 22, 2025, in accordance with applicable law; and WHEREAS, the lowest responsible and responsive bid for the Project was submitted by Team Ghilotti, Inc. from Petaluma, CA, in the amount of $1,021,417; and WHERAS, City staff has confirmed that Team Ghilotti, Inc. satisfies all bidding requirements for the Project and possesses a valid California Contractor’s License, Class A, #895384, qualifying them to perform the required work; and WHEREAS, no protests to the bid were received, and the deadline to file a protest has lapsed; and WHEREAS, the project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to Article 19, Sections 15301(b) and (d) and 15302(c) of the CEQA Guidelines, as it consists of the repair and replacement of existing public water utility services and the installation of a recycled water pipeline within existing public rights-of-way, with no expansion of capacity or significant environmental impacts; and WHEREAS, the recycled water pipeline component of the project is also in conformance with the Environmental Impact Report (EIR) prepared for the Petaluma Valley Groundwater Sustainability Implementation Program, Project #5 – Urban Recycled Water Expansion (Grant Agreement No. 4600015621), and a Notice of Determination (NOD) was filed with the Sonoma County Clerk and the State Clearinghouse (SCH No. 2007052146); and WHEREAS, the combined total project budgets for both the Rainier Avenue Water Service Replacement (C67502536) and Urban Recycled Water System Expansion (C66402554) projects are sufficient to cover the construction contract award and associated project costs. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Finds the above recitals to be true and correct and incorporates them as findings of this Resolution. 2. Finds the project to be categorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). 3. Awards the contract for the Water Services Replacement – Rainier Avenue (C67502536) and Urban Recycled Water System Expansion – Rainier Extension (C66402554) to Team Ghilotti, Inc., in the amount Docusign Envelope ID: C79DCE30-498A-4B83-AF49-EBCBFEC7DAA3 Resolution No. 2025-093 N.C.S. Page 2 of $1,021,417, the lowest responsible and responsive bid, conditioned on Team Ghilotti, Inc.’s timely execution of the project contract and submission of all required documents, including but not limited to executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma, and to take any actions necessary to administer the contract, including authorization of a construction contingency in the amount of $188,000. 5. Directs staff to issue the Notice of Award and Notice to Proceed upon the contractor’s timely compliance with submittal requirements. Under the power and authority conferred upon this Council by the Charter of said City.
