Page 1 Resolution No. 2025-109 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH PERKINS&WILL, FUNDED THROUGH GRANT FUNDS RECEIVED FROM THE METROPOLITAN TRANSPORTATION COMMISSION, TO PREPARE THE PETALUMA NORTH SMART STATION PRIORITY DEVELOPMENT AREA SPECIFIC PLAN WHEREAS, on January 6, 2020, the Petaluma City Council approved a resolution directing staff to prepare an application to the Metropolitan Transportation Commission (MTC) requesting the designation of a Priority Development Area (PDA) for the SMART station area on Corona Road in Petaluma; and WHEREAS, on February 6, 2023, the City Council passed a resolution authorizing staff to apply for and accept $1,200,000 in grant funding to develop a specific plan for the Corona Road SMART Station Priority Development area; and WHEREAS, on June 9, 2023, the Metropolitan Transportation Commission awarded the City of Petaluma $1,150,000 to prepare the Petaluma North SMART Station Priority Development Area Specific Plan; and WHEREAS, on March 27, 2025, the City released a widely circulated request for proposals to prepare the specific plan; and WHEREAS, the City received five timely proposals from consulting firms and the selection committee selected a proposal from urban planning professional services firm, Perkins&Will. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Finds the above recitals to be true and correct and incorporates them as findings of this Resolution. 2. Awards the contract for the Petaluma North Station Specific Plan to Perkins&Will. 3. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma, and to take any actions necessary to administer the contract with Perkins&Will. 4. Finds that granting of the contract to complete the specific plan is not considered a project under the California Environmental Quality Act (CEQA) as it is an administrative action with no direct or indirect impact on the environment. However, the Petaluma North SMART Station Specific Plan will require environmental review as part of the project, and this review is included as part of the project scope of work that would be covered by MTC funding. Because the Specific Plan will include areas outside the City’s current Urban Growth Boundary, it is likely that it will not be eligible for tiering from the General Plan Update EIR and will require a separate environmental review document. Under the power and authority conferred upon this Council by the Charter of said City.
