Page 1 Resolution No. 2025-112 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING STAFF TO SUBMIT PRIORITY PROJECTS TO THE SONOMA COUNTY TRANSPORTATION AND CLIMATE AUTHORITIES (SCTCA) FUNDING PROGRAM CYCLE 2 CALL FOR PROJECTS WHEREAS, the Sonoma County Transportation and Climate Authorities (SCTCA) has issued a Call for Projects for its Funding Program Cycle 2 to program federal, state, and local funds for fiscal years 2025 -26 through 2030-31; and WHEREAS, the SCTCA Funding Program Cycle 2 aims to strategically program the highest priority projects within each jurisdiction to optimize the use of various funding sources; and 1.WHEREAS, each eligible jurisdiction, including the City of Petaluma, may submit up to ten (10) priority projects for funding consideration under this program; and WHEREAS, of the ten allowable submissions, up to five (5) projects may be Streets and Trails projects, and up to five (5) projects may be Transit projects, in accordance with SCTCA program guidance; and WHEREAS, the proposed projects must be consistent with the 2050 Comprehensive Transportation Plan (CTP), align with SCTCA and Metropolitan Transportation Commission (MTC) policy goals, and comply with applicable state and federal funding requirements; and WHEREAS, the City of Petaluma has identified ten (10) priority projects—five (5) Streets and Trails projects and five (5) Transit projects—that meet eligibility criteria and are aligned with city and regional transportation goals; and WHEREAS, the City of Petaluma wishes to submit a priority project list to SCTCA, to provide critical funding for priority projects; and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that applying for funding does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because the action does not commit the City to a definite course of action (See City of Irvine v. County of Orange (2013) 221 Cal 4th 846, 865 (County’s decision to apply for state funding for potential jail expansion was not project approval); Further CEQA analysis will be performed once the City obtains funding and determines how to use the funds. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 2.Declares the above recitals to be true and correct and are incorporated herein as findings of this Resolution. 3.Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that applying for a grant does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, Docusign Envelope ID: AF8F24BC-2269-4808-AD97-93DD7DD4F77D Resolution No. 2025-112 N.C.S. Authorizes and directs it’s the City Manager or her designees to execute and submit project list, attached as Exhibit A, together with all necessary supporting documents, to SCTCA for the Cycle 2 Funding Program. Under the power and authority conferred upon this Council by the Charter of said City.
