HISTORIC AND CULTURAL PRESERVATION COMMITTEE
APPROVING THE KENTUCKY STREET FACADE RESTORATION LOCATED AT
110 KENTUCKY STREET IN PETALUMA'S HISTORIC COMMERCIAL DISTRICT
ASSESSOR'S PARCEL NO. 006-281-004

WHEREAS, Mary Dooley, architect, on behalf of Elias Husary, property owner, has
submitted a request for Historic and Cultural Preservation Committee approval to restore the
front facade of the non-contributing building within the Historic Commercial District, on real
property located at 110 Kentucky Street, Assessor's Parcel No. 006-281-004; and,
WHEREAS, based on historic photographs, the commercial building located at 110
Kentucky Street was built pre-1927; and,
WHEREAS, significant modifications have occurred, causing the building to not be able to
convey its historic significance and therefore the building is categorized as a non-contributing
buildng within the Petaluma Commercial Historic District; and,
WHEREAS, the facade restoration has been designed based on historic photographs to
reintroduce materials, architectural detailing, and storefront elements consistent with the
character of the district and in keeping with the original design of building; and,
WHEREAS, the project was reviewed pursuant to Section 15.060 of the Implementing
Zoning Ordinance as applicable to the review of alterations to structures within designated
historic districts; and,
WHEREAS, the project was reviewed pursuant to CEQA guidelines and determined to be
categorically exempt pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resources
Rehabilitation); and,
WHEREAS, Site Plan and Architectural Review of the Project was conducted by the
Historic and Cultural Preservation Committee at a duly noticed public hearing on February 14,
2012 in accordance with the City of Petaluma Implementing Zoning Ordinance, Section 24.010.
NOW THEREFORE, BE IT RESOLVED that the Historic and Cultural Preservation Committee
hereby approves the Site Plan and Architectural Review for the project and authorizes
restoration of the front facade as shown on the plans date stamped December 20, 2011, based
on the findings made below and subject to conditions of approval attached as Exhibit A hereto
and incorporated herein by reference:
1. The project, as conditioned, conforms to the intent, goals, and policies of the
Petaluma General Plan, including the following General Plan policies:.
1-P-13 Maintain Downtown as the City's geographic and symbolic center
and a focus of commercial and cultural activities.

2-P-3 Maintain landmarks and aspects of Petaluma's heritage that foster
its unique identity.
2-P-18 Continue the preservation, rehabilitation, and reuse of historically
significant structures within the Downtown, as directed by the
Petaluma Historic Commercial District Design Guidelines.
3-P-1-A Maintain the historic-era integrity of the Petaluma Historic
Commercial District, which is listed on the National Register of
Historic Places, by adhering to the city's Historic Commercial
District Design Guidelines.
9-P-12 Maintain and expand Downtown as a hub of commercial and
retail activity with residential opportunities.
2. The proposed project offers a significant upgrade to the existing noncontributing
building the design of which has been based on historic photographs and in
keeping with the significance of the Historic Commercial District. The project
maintains its relationship with neighboring buildings and the larger neighborhood
in terms of size and massing. More appropriate detailing and reestablishment of
the storefront components enhances that cohesion through the commercial
district. The smooth plaster finish and decorative tile is in keeping with the textures
and materials found in the district. Additionally, the replacement of the metal
arcade with a smaller metal canopy will enhance and open the storefront and
benefit the streetscape on Kentucky Street.
3. The proposed project is consistent with the Secretary of the Interior's Standards in
that it maintains the historic commercial use of the building, reverses
incompatible modifications that were previously made to the property, and
reintroduces finishes, detailing, and storefront elements in keeping with the
historic photographs of the property and consistent with the character of the
surrounding district.,
4. The proposed project is consistent with the recommendations contained in the
Historic Commercial District Design Guidelines in that the project has been
designed to reintroduce materials, detailing, and overall design of the 110
Kentucky facade documented in historic photos of the pre-1927 single story
commercial building. The restoration is based on architectural style authentic to
the District and will reverse incompatible modifications to the building that
classified the building as a noncontributing structure in the historic district.
5. The project has been designed to reintroduce materials, detailing, and overall
design of the 110 Kentucky facade documented in historic photos of the pre-1927
single story commercial building, including a canopy extending from the front
facade. The restoration is based on architectural style authentic to the District
and will reverse incompatible modifications to the building that classified the
building as a noncontributing structure in the historic district.
6. The proposed project, as conditioned, will not constitute a nuisance or be
detrimental to the public welfare of the community in that it will be operated in
conformance with the standards specified in the Uniform Building Code, the
Petaluma Zoning Ordinance and the City of Petaluma General Plan 2025.

7. The proposed project, as conditioned, conforms to the requirements of Site Plan
and Architecture Review Standards for Review of Applications, IZO Section
24,010.G as:
The proposed project uses plaster as the primary exterior material for the facade
restoration with glazed tile wainscotting and entry to enhance the building at the
pedestrian scale. A metal canopy is proposed and the reintroduced cornice is
glass fiber reinforced with plaster to provide a historically appropriate look. The
overall proportions of the building do not change, although removal of the
existing metal arcade structure and replacement with the flat metal canopy will
open the storefront and reenergize the pedestrian experience along the
Kentucky frontage.
The architect has taken cues from historic photographs of the building to restore
some of the building's historic integrity. The simple commercial building will regain
its historic architectural style and simple detailing. In doing, so the restored
facade will enhance adjacent buildings and the larger historic district.
The existing building is sited consistent with the historic development pattern of
the historic commercial district. The building sits at a zero lot line and covers 100%
of the small lot. No vehicle access is accommodated to the site. No changes to
this development pattern are proposed.
No signs are proposed as part of the project. Any new sign shall comply with the
requirements of the Historic Commercial District Design Guidelines and shall be
submitted for sign permit review prior to installation or purchase of said signage.
A condition of approval to this effect has been included in the draft resolution for
the Committee's consideration.
The bulk and height of the existing building will be maintained. No modifications
are proposed. The color scheme that is proposed was selected to enhance the
neighborhood and play off of existing color palettes seen in the immediate
neighborhood. The proposed colors follow guidance found in the Historic Districts
Design Guidelines in the use of a base color with major and minor trim accent
colors. The glazed tile used on the storefront and entryway play off the same
colors found on the facade.

EXHIBIT A
CONDITIONS OF APPROVAL-_ a
Kentucky Street Facade Restoration
110 Kentucky Street
APN 006-281-004
City File Number 11-SPC-0938
1. Approval is granted by the Historic and Cultural Preservation Committee to restore the front
facade of the commercial building located at 110 Kentucky Street in the Historic
Commercial District and as described in the project description and supporting plans
submitted to the Planning Division and date stamped December 20, 2011.
2. The plans submitted for building permit review shall be in substantial compliance with the
plans date stamped December 20, 2011 and shall include these conditions of approval as
notes on the first sheet of the building permit plans. Deviation from the approved plans may
require further Historic and Cultural Preservation Committee review and approval.
3. Construction hours are limited to 8:00 a.m. to 5:00 p.m. Monday through Friday and
Saturday from 9:00 a.m. to 5:00 p.m. Construction is prohibited on Sundays and all holidays
observed by the City of Petaluma.
4. The final color palette shall be consistent with submitted color board dated stamped
December 20, 2011 and as approved by the Historic and Cultural Preservation Committee.
5. Plans submitted for building permit review shall include details of canopy, cornice, windows
and doors that are consistent with those approved by the Historic and Cultural Preservation
Committee and including verification that the architect of record has reviewed final details
for consistency with approved project and historic documentation.
6. The canopy shall conform with a minimum vertical clearance of 8'-10" over the public
sidewalk.
7. The applicant shall defend, indemnify, and hold harmless the City or any of its boards,
commissions, agents, officers, and employees from any claim, action or proceeding against
the City, its boards, commission, agents, officers, or employees to attack, set aside, void, or
annul, the approval of the project when such claim or action is brought within the time
period provided for in applicable State and/or local statutes. The City shall promptly notify
the applicants of any such claim, action, or proceeding. The City shall coordinate in the
defense. Nothing contained in this condition shall prohibit the City from participating in a
defense of any claim, action, or proceeding if the City bears its own attorney's fees and
costs, and the City defends the action in good faith.
8. The project shall be subject to payment of all applicable development impact fees and
water and wastewater capacity fees. Said fees are due at time of issuance of building
permit, or at such other time as specified in the City legislation and/or regulations pertaining
to each said fee or charge. At the time of issuance of building permits, pertinent fees other
than development impact fees and/or water and wastewater capacity fees may be

applicable to the proposed project pursuant to City ordinance or regulation and will be
required and payable to the extent they are applicable.
9. An Encroachment Permit shall be required for all work in the public right-of-way, including
the new canopy.
10. The project does not include signs. All signs shall conform to sign guidelines as laid out in the
Historic Commercial District Design Guidelines and shall be submitted for review prior to
installation or purchase of said signage.
