APPROVING A CERTIFICATE OF APPROPRIATENESS FOR THE
DAVID YEARSLEY RIVER HERITAGE CENTER
FACADE REPAIR AND RESTORATION PROJECT
LOCATED IN STEAMER LANDING PARK
ASSESSOR'S PARCEL NO. 007-700-002

WHEREAS, Joe Tambe on behalf of Friends of the Petaluma River, has submitted a request for
Historic and Cultural Preservation Committee approval to repair and restore the front facade of the
David Yearsley River Heritage Center (Historic Livery Stable), on real property located in Steamer
Landing Park, Assessor's Parcel No. 007-700-002; and,
WHEREAS, the Historic Livery Stable was built in 1906 at 102 D Street; and,
WHEREAS, a Primary Record form and evaluation completed by Carey & Company in 2003
found the Livery Stable to be eligible for listing at the national, state, and local level for the building's
association with events that have made a significant contribution to the broad patterns of Petaluma's
history and historic significance under the theme of transportation in the area of the Petaluma River;
and,
WHEREAS, the Livery Stable was moved to its current location in Steamer Landing Park on the
McNear Peninsula in 2004 as part of mitigation for the Theatre Square project and under the supervision
of Carey & Company per requirements of the Mitigation Monitoring and Reporting Program adopted
for the Theater Square Project; and,
WHEREAS, modifications to the original design of the Livery Stable's main facade have occurred
over time as evidenced by historic photographs, including loss of the cornice and modifications to
window and door openings; and,
WHEREAS, the existing condition of the south facade is in poor condition both in terms of exterior
materials and interior framing; and,
WHEREAS, the facade repair and restoration has been designed based on historic photographs
to reintroduce materials, architectural detailing, and door and window openings consistent with the
character of the original design of the Historic Livery Stable; and,
WHEREAS, the proposed project is being overseen by the Friends of the Petaluma River and is
consistent with Resolution 2009-065 N.C.S., approved by the City Council on May 4, 2009; and,
WHEREAS, the project was reviewed pursuant to Section 7 of the Central Petaluma Specific Plan
as applicable to the review of alterations to historic structures and issuance of a Certificate of
Appropriateness; and,

WHEREAS, the project was reviewed pursuant to CEQA guidelines and determined to be
categorically exempt pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resources
Rehabilitation); and,
WHEREAS, Site Plan and Architectural Review of the Project was conducted by the Historic and
Cultural Preservation Committee at a duly noticed public hearing on February 28, 2012 in accordance
with the City of Petaluma Implementing Zoning Ordinance, Section 24.010.
NOW THEREFORE, BE IT RESOLVED that the Historic and Cultural Preservation Committee hereby
approves the Site Plan and Architectural Review for the project and authorizes repair and restoration of
the front facade as shown on the plans date stamped January 11, 2012, based on the findings made
below and subject to conditions of approval attached as Exhibit A hereto and incorporated herein by
reference:
1. The project, as conditioned, conforms to the intent, goals, and policies of the Petaluma
General Plan, including the following General Plan policies:
1-P-43 Development shall incorporate the river as a major design focal point,
orienting buildings and activities toward the River and providing water
access, to the extent deemed feasible.
2-P-3 Maintain landmarks and aspects of Petaluma's heritage that foster its
unique identity.
2-P-11 Encourage and support the rehabilitation and development of buildings
and structures reflective of the history of Petaluma's rich agricultural and
river-oriented industrial past and present, such as the Livery Stable
(Steamer Landing Park) as an educational and/or cultural center.
3-P-1 Protect historic and archaeological resources for the aesthetic, cultural,
educational, environmental, economic, and scientific contribution they
make ito maintaining and enhancing Petaluma's character, identity and
quality of life.
6-P-1-I Where feasible, acquire and/or restore, maintain and use for the
community's benefit local historic assets such as Steamer Landing Livery
Stable.
2. The David Yearsley River Heritage Center Repair and Restoration is consistent with
General Plan policy in that it protects, restores, and enhances the historic Livery Stable as
an important aspect of Petaluma's heritage. Although limited in its scope, the restoration
project will address the most imminent preservation needs of the local landmark and
further the intention to preserve and incorporate the Livery Stable into a river heritage
center as part of a master planned Steamer Landing Park.
3. The proposed project is consistent with the Central Petaluma Specific Plan in that it
involves the repair and restoration of the historic Livery Stable which has been
determined a significant historic resource at the national, state, and local levels. The
scope of work will protect and enhance the historic building, preserving part of the
industrial complex of structures specifically identified in the CPSP. Additionally the Livery
Stable in its existing location on the McNear Peninsula serves as a visual landmark that will
be maintained to further enhance Central Petaluma's unique identity.
4. The proposed project is consistent with the SmartCode in that the proposed work
maintains the size, form, and massing of the historic Livery Stable. The repair and
restoration of the south facade reintroduces architectural details such as the cornice

and the outrigger that have been lost but clearly documented in historic photographs.
The updated framing allows original door and window openings to be restored and
overall symmetry on the primary façade to be achieved consistent with historic
photographs. Custom milled siding to match the historic rustic v-groove wood siding and
salvage windows will further add to the quality and accuracy of the project. The
proposed work will not negatively impact significant architectural features and will
introduce detailing where is has been lost.
5. The proposed project is consistent with the Secretary of the Interior's Standards in that
existing use of the Livery Stable does not necessitate modifications to the exterior of the
building, the project reverses incompatible modifications that were previously made to
the property, and reintroduces materials, detailing, and rhythm in keeping with the
historic photographs of the building.
6. The proposed project, as conditioned, will not constitute a nuisance or be detrimental to
the public welfare of the community in that it will be operated in conformance with the
standards specified in the Uniform Building Code, the Petaluma Zoning Ordinance, the
Central Petaluma Specific Plan, and the City of Petaluma General Plan 2025.
7. The proposed project, as conditioned, conforms to the requirements of Site Plan and
Architecture Review Standards for Review of Applications, IZO Section 24.010.G as:
The proposed project will use reclaimed lumber custom milled to match the historic rustic v-groove
siding. Salvage windows will match historic proportions and divides. The cornice has been designed to
match historic photographs and maintain proportion of the overall design.
The architect has taken cues from historic photographs of the building to restore the Livery Stable. The
proposed project will repair and restore the primary façade of the Livery Stable, consistent with its
original architectural style and reintroduce elements that have been lost over time.
The bulk and height of the existing building will be maintained. No modifications are proposed. The
facade will be painted a barn red, consistent with its historic appearance.

EXHIBIT A
CONDITIONSOF APPROVAL -
David Yearsley River Heritage Center
Façade Repair and Restoration
Steamer Landing Park

1. Approval is granted by the Historic and Cultural Preservation Committee to repair and restore
the front facade of the David Yearsley River Heritage Center(Livery Stable) as described in the
project description and supporting plans submitted to the Planning Division and date stamped
January 1 1 , 2012.
2. Any significant deviation, as determined by the Planning Manager, from the project plans
approved by the Historic and Cultural Preservation Committee shall require further Historic and
Cultural Preservation Committee review and approval. Minor changes may be approved by
the Planning Manager if in substantial conformance with original approval.
3. The plans submitted for building permit review shall be in substantial compliance with the plans
date stamped January 11, 2012 and shall include these conditions of approval as notes on the
first sheet of the building permit plans.
4. Construction hours are limited to 8:00 a.m. to 5:00 p.m. Monday through Friday and Saturday
from 9:00 a.m. to 5:00 p.m. Construction is prohibited on Sundays and all holidays observed by
the City of Petaluma.
5. The applicant shall defend, indemnify, and hold harmless the City or any of its boards,
commissions, agents, officers, and employees from any claim, action or proceeding against the
City, its boards, commission, agents, officers, or employees to attack, set aside, void, or annul,
the approval of the project when such claim or action is brought within the time period provided
for in applicable State and/or local statutes. The City shall promptly notify the applicants of any
such claim, action, or proceeding. The City shall coordinate in the defense. Nothing contained
in this condition shall prohibit the City from participating in a defense of any claim, action, or
proceeding if the City bears its own attorney's fees and costs, and the City defends the action in
good faith.
6. The project does not include signs. Any signs shall conform to sign guidelines and shall be
submitted for review of a Sign Permit application prior to installation or purchase of said signage.
7. The architect of record or other applicable design professional shall oversee architectural
detailing to ensure work in the field matches plan specifications and historic relevance for the
Livery Stable.
8. The request to use the Historic Building Code shall be included on the cover sheet of plans
submitted for building permit.
9. Existing materials that are able to be salvaged and reused shall be preserved and incorporated
into the project as feasible.

10. Custom milled siding shall match the original rustic v-groove siding as documented in the field
and as shown in historic photographs of the building.
11. This approval shall not be used as approval for any modification to the use of the Livery Stable or
surrounding property and all use of the property shall comply with applicable code
requirements.
12. All costs of materials, labor, and services for the project shall be paid by for Friends of the River
through volunteers and donations. Should the City authorize the purchase of materials or
services for the project with City funds, such authorization shall be incompliance with all
applicable law and regulations, including but not limited to Chapter 4.04 of the Petaluma
Municipal Code.
13. Prior to the issuance of a building permit, Friends of the Petaluma River and Rebuilding Together
Petaluma shall submit proof of insurance acceptable to the City Risk Manager and City Attorney
and naming the City as an additional insured.
14. All volunteers shall sign a release of liability prior to the commencement of
work overseen by Friends of the Petaluma River/Rebuilding Together Petaluma per standard
operating procedures for volunteer projects.
