AN ORDINANCE AMENDING SECTION 1704.010 OF THE PETALUMA
MUNICIPAL CODE TO ADOPT THE FOLLOWING UNIFORM CONSTRUCTION
CODES AND BUILDING REGULATIONS: UNIFORM BUILDING CODE, 1991
EDITION, UNIFORM HOUSING CODE, 1991 EDITION, UNIFORM CODE FOR
THE ABATEMENT OF DANGEROUS BUILDINGS, 1991 EDITION, UNIFORM
MECHANICAL CODE, 1991 EDITION, AND UNIFORM BUILDING CODE
STANDARDS, 1991 EDITION, ALL AS ADOPTED BY AND PUBLISHED BY THE
INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS: THE UNIFORM
PLUMBING CODE, 1991 EDITION, AS ADOPTED AND PUBLISHED BY THE
INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS AND THE
INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL
OFFICIALS, THE UNIFORM SWIMMING POOL. SPA AND HOT TUB CODE, 1991

UNIFORM BUILDING CODE, UNIFORM BUILDING CODE STANDARDS, 1991
EDITION, 1991 ANALYSIS OF REVISION TO UNIFORM BUILDING CODES; ALL
AS ADOPTED AND PUBLISHED BY THE INTERNATIONAL CONFERENCE OF
BUILDING OFFICIALS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS
FOLLOWS:
Section 1. Section 17.04.010 of the Petaluma Municipal Code is hereby amended to=read as
follows:
"17.04.010. CODES ADOPTED. There is hereby adopted by the City of Petaluma
for the purpose of establishing rules and regulations governing building activity in
the City, providing for the collection of permit fees, the issuance of permits; the
adoption of the latest editions of recognized codes; amendment of such codes, and
thus regulate the erection, construction, enlargement, alteration, repair, moving,
removing, conversion, demolition, occupancy, use, height and area; including the
installation of electrical, gas plumbing and mechanical systems; including
regulations applying to the construction of fences, signs, swimming pools, yard
drainage systems; grading and excavation of land; and provide for the abatement of
unsafe buildings; the following uniform codes:

A. Uniform BUILDING Code, 1991 Edition, as adopted and published by the
International Conference of Building Officials, including all appendices with
the following addition:
1) With respect to Uniform Building Code, Section 2905, the following
shall be included:
(g) Crawl Space Grade and Drainage.
Foundation walls shall have a 3" (minimum) diameter through
wall pipe to conduct underfloor water to the outside of the
building. Underfloor area shall be graded to the thru-wall pipe
and exterior grading shall be sloped away from the building.
Grade level in underfloor areas shall not be lower than
exterior grade unless adequate drainage to a positive outfall is
provided. Where any water will collect in the underfloor area,
an approved drainage system shall be provided.
2) Include the following to Section 4701:
(e) Suspended Acoustical Ceiling SXstems.
Suspended acoustical ceiling systems shall be installed in
accordance with 1988 U.B.C. Standard No. 47-18.
3) Section #301(b)5 Retainin Walls shall be amended to read as stated
in Ordinance #1727 N.C.S.~1988 for Retaining Wall Standards.
4) Section #3202 Roof Covering Material shall be revised to .read as
stated in Ordinance #1744 N.C.S./1989 for roof covering material to
be Class "B" or better.
B. Uniform. Housing Code, 1991 Edition, as the same is adopted
and published by the International Conference of Building
Officials.
C. Dwelling Construction Under the Uniform Building Code, 91
Edition, as the same is adopted and published by the
International Conference of Building Officials.
D. Uniform Code for the Abatement of Dangerous Buildings,
1991 Edition, as the same is adopted and published by the
International Conference of Building Officials.
E. Uniform Administrative Code, 1991 Edition, as the same is
adopted and published by the International conference of
Building Officials.
F. Uniform Building Security Code, 1991 Edition, as the same as
adopted and published by the International Conference of
Building Officials.
G. Uniform Sign Code, 1991 Edition, as the same is adopted and
published by the International Conference of Building
Officials, except Section 303 is omitted.
H. 1992 Supplement to the Uniform Building Code, Uniform
Building Code Standards, Uniform Mechanical Code, Uniform
Fire Code and International Conference of Building Officials

Plumbing Code as the same is adopted and published by the
International Conference of Building Officials.
I. Uniform Building Code Standards, 1991 Edition, as the same is
adopted and published by the International Conference of
Building Officials, including Section No. 47-18 "It~Ietal
Suspension Systems for Acoustical Tile and for Lay-in Panel
Ceiling" of the 1988 Uniform Building Code Standard.
J. 1.991 Analysis of Revisions to the Uniform. Building Codes as
the sume.~.is adopted;:and- published by the International
Conference of Building Officials.
K. Uniform Mechanical Code, 1991 Edition, as the same is
adopted and published by the International Conference of
Building Officials and the International Association of
Pluin'aing and l~lechaivcal Officials..
L. Unifonri Plumbing Code, 1991 Edition, as the same is adopted
and published by the International Conference of Bu~ldmg.
Officials and the Llteniational Association of Plumbing and
Mechanical Officials.
M. Uniform Swimming Pool, Spa and Hot Tub Code, 1991 Edition
as the same is adopted and published by the International
Association of Plumbing and Mechanical Officials.
N. Uniform. Solar Energy Code, 1991 Edition as the same is
adopted and published by the International Association of
Plumbing and Mechanical Officials.
O. National Electrical Code, 1990 Edition, as adopted and
published by the National Fire Protection Association and as
adopted in Ordinance #1864 N.C.S./1991.
All references to permit fees within .items A through O above are hereby deleted. The
permit fees shall be fixed by the Fee Schedules adopted by the City Council be Resolutions
86-178 N.C.S. and 87-199 N.C.S.
This Ordinance supercedes and makes void- Petaluma Ordinance 1784 N.C.S./1990.
IF ANY SECTION, subsection, sentence, clause or phrase or word of this ordinance is for
any reason held to be unconstitutional by a court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this ordinance. The City Council of
the City of Petaluma hereby declares that it would have passed and adopted this ordinance
and each and all provisions thereof irrespective of the fact that any one or more of said
provisions be declared unconstitutional.
EFFECTIVE DATE. This ordinance to take effect July 1, 1992. All plans submitted
before July 1, 1992 will be reviewed under 1988 Codes. All plans submitted after July 1,
1992, will be reviewed under 1991 Codes.
