Dear Mayor Thompson,
Sonoma County Farm Bureaurneeds your support: A new,program^is available to our county to
protect key farmland development`pressures and conversion to non-tarmingauses. Farm Bureau wants you to
know about the program and itsgreat public-benefit.
This new program is.based upon thevery successful farmland,preservation program known as the
Williamson Act which was enacted in California in 1965. In fact the new program, adopted in 1998, is
called Super Williamson.Act. The original;act.offers property tax reductions for farmland owners who
contract to>restrict their ro e to•farming uses for 10 years.. The,existing;program will:remain in

Operation'. The new program offers increased property tax reductions for.longer term:restrictions. Each-
countyBoard of Supervisors needs-tmenact this,legislation in their own county: Many other counties
0-throughout the state have:already done so:.
Under the Super Williamson Act,Farm Security Zones are created wherein farmland owners enter
into 20 year restrictive;contracts'in'exchange for an additional property tax'reduction.of 35%. Both the 10
and 20 year contracts renew automatically each year. The,new act is even more restrictive than the original

in that lands under Farm;Security Zone contract cannot,be annexed to a•city"or special district which provides
non-agricultural services, or for use as a.school site The Farm Security'Zoneslare targetedto cover the
_
county's most important farmland. •
Farm Bureau believes this new toolioffers a positive incentive to farmland owners while providing a
tremendous public benefit. Also,:nearlY all of the,p ro p e r 'tax reducti ons; s made u p tothe local government
. by state subvention.
In about a month,the Sonoma County Board of Supervisors will consider whether this program
should be enacted-in=our county The idea appears;to navestrong support on the Board: We:believe the
program is so helpfuAto.the achievement of community:wide goals to preserve farming?and to prevent sprawl
that:it"merits'ybur support as well. .
