ROLL CALL 2 3 PRESENT: ,Vice Mayor Cader-Thompson, Council Members Healy, Maguire, Moynihan, O'Brien, 4 Mayor Thompson, and Council Member'Torliatt. 5 6 ABSENT: None 7 8 PLEDGE OF ALLEGIANCE 9 . 10 At the -request. of Mayor Thompson, members of Boy Scout Troop '7 present led the Pledge of 11 'Allegiance. 12 13 PUBLIC COMMENT 14 1s Geoff Cartwright, 56 Rocca Drive,spoke regarding theCity's General Plan., 16 17 CORRESPONDENCE 18 19 COUNCIL,COMMENTS' 20 21 CouncitMember-Torliatt: 22 23 • Sound quality problems with the broadcasting of the Council's meetings by PCA•will soon al, 24 reolved; the problems originated with A.T.•&'•T. 25 26 • The City of Novato, had an affordable housing project with a portion of funds set aside for 27 public employees; she wanted the City to pursue this type of program and identified the 28 Kenilworth site as la potential site-for the program. 29 30 Vice MayorCader-Thompson: 31 32 • Remarked that the;Novato Narrows meeting was canceled and asked that kwhen meetings 33 were canceled,. (Rudnansky) 16 17 Council discussion included the following: IS 19 • Council Member Healy suggested that on Page 4, item 3(a) be stricken and called for a straw 20 vote. 21 22a Straw Vote:. 4/3 (Council Members Healy, Moynihan, O'Brien, and Mayor Thompson, voting 23W "Yes;" Vice Mayor Cader-Thompson•and Council Members Maguire and Torliatt, voting "No.") 24 25 • Council Members Healy and Moynihan recommended the time allotted for members of the 26 public to speak under Public Comment be changed from ten to three minutes unless an 27 extension of a specific 'individual's time was afforded by. the Chair, and/or three or more 28 members of Council wanted the speaker afforded more time due to the complex nature of the 29 issue addressed. Emphasis was also placed on agenda management; that is, the amount and 30 nature of business s scheduled for any given Council meeting should be limited in order to 31 provide sufficient time for public,comment and Council discussion. 32 33 • Council Members Healy and Torliatt agreed to review arot discuss other areas of the 34 document to refine and make recommendations to the Council when the item returned for 35 adoption. 36 37 • Council Member Moynihan repeated a request;.he made previously to include an exhibit to the 38 document that addressed the number of votes needed on various types of issues. 39 40 No Action Taken 41 . . 42 NEW BUSINESS - 43 44 onoma County, Water Agency Presentation by Randy Poole on Section 7 Consultation and 4s er Water Supply Issues. (Hargis) 3 4 Director of Water Resource's and Conservation Tom Hargis overviewed background information and 5 presented his recommendation to continue with water conservation programs already in place. 6 7 Council discussion included: 8 :9 • Alternative energy sources` 10 • The Petaluma aqueduct,which was at capacity;, 12 13 • What aspects of the rate increase were driven,by Amendment 11; 14 15 • Water storage; 16 17 • Lobbying federal and regulatory agencies; 18 19 • Tertiary water; and 20 21 • Pipelines to be constructed to implement a tertiary water program. 220 23 • Recommendation for the S.C.W'.A. Board to review rates in four months; and 24 25 • Contractors addressing atiered-rate.system. 26 27 Public Comment 2s 29 Hank Flum, Stonehenge Way, did not support a permanent increase in rates. He recommended a 30 surcharge applied to water rates during the energy crisis and noted that he supported tiered rates. 31 • 32 Diane Reilly-Torres, Rainier Avenue, spoke regarding grant funding to continue water conservation 33 programs and state she agreed with Mr: Flum's comments'and suggestions. 34 35 Geoff Cartwright, 56 Rocca Drive, spoke in opposition to additional development<and dependence on 36 single-source supply. 37 38 End of Public Comment 39 • 40 Mr. Hargis stated in reply to questions from.the Council, that he anticipated a minimum increase of 41 18% to rates, noting that more°:information would be available during the budget review process. 42 43 Council directed City Management to recommend to the S.C.W.A, that funding for Water anservation Programs,continue and not be diverted for any other purpose. 45 Draft Draft; Draft Draft Minutes'of a Special Petaluma City Council Meeting -April 23;•2001 ^•aa:-_.
