26 • The City of Novato, had an affordable housing project with a portion of funds set aside for
27 public employees; she wanted the City to pursue this type of program and identified the
28 Kenilworth site as la potential site-for the program.

32 • Remarked that the;Novato Narrows meeting was canceled and asked that kwhen meetings
33 were canceled,. City Management notify all merribers.of Council'.and interested.members of the
34 public.

37 that was delivered on Friday; she apologized for the inconvenience.

45 that Petaluma, over the next five to six years, needed to .provide 1144 dwelling units.

19 • Council Member Healy suggested that on Page 4, item 3(a) be stricken and called for a straw
20 vote.

25 • Council Members Healy and Moynihan recommended the time allotted for members of the
26 public to speak under Public Comment be changed from ten to three minutes unless an
27 extension of a specific 'individual's time was afforded by. the Chair, and/or three or more
28 members of Council wanted the speaker afforded more time due to the complex nature of the
29 issue addressed. Emphasis was also placed on agenda management; that is, the amount and
30 nature of business s scheduled for any given Council meeting should be limited in order to
31 provide sufficient time for public,comment and Council discussion.

33 • Council Members Healy and Torliatt agreed to review arot discuss other areas of the
34 document to refine and make recommendations to the Council when the item returned for
35 adoption.

38 document that addressed the number of votes needed on various types of issues.

34 natural resources.

36 Diane Reilly-Torres, Rainier Avenue, asked' about revenue resources for S.C.W.A.'s work and
37 expressed her concerns about water resourdes and the negative impact to the, environment due to
38 development.

4 Director of Water Resource's and Conservation Tom Hargis overviewed background information and
5 presented his recommendation to continue with water conservation programs already in place.

29 Hank Flum, Stonehenge Way, did not support a permanent increase in rates. He recommended a
30 surcharge applied to water rates during the energy crisis and noted that he supported tiered rates.

32 Diane Reilly-Torres, Rainier Avenue, spoke regarding grant funding to continue water conservation
33 programs and state she agreed with Mr: Flum's comments'and suggestions.

35 Geoff Cartwright, 56 Rocca Drive, spoke in opposition to additional development<and dependence on
36 single-source supply.

40 Mr. Hargis stated in reply to questions from.the Council, that he anticipated a minimum increase of
41 18% to rates, noting that more°:information would be available during the budget review process.

anservation Programs,continue and not be diverted for any other purpose.
