Summary Statement: The year-end report serves to inform'the Council of the Committee's efforts and
accomplishments over the past year, and provides an opportunity to obtain council input on priorities
herein identified or additional priorities for the upcoming fiscal year: Since it's formation in 1992, the
Tree Advisory Committee has provided the City Council yearly with a brief update of its
accomplishments and future goals..

10 1. EXECUTIVE SUMMARY; The year-end report serves to inform the Council of the
11 Committee's,efforts and accomplishments over the past year, and provides an opportunity
12 to obtain council input on priorities herein identified or additional priorities for the
13 upcoming fiscal year (see attached). Since it's formation in 1992, it has been the practice
14 of the Tree Advisory Committee (TAC) to provide the City Council with an annual report
15. of its activities:

17 2. BACKGROUND`. Under Municipal Code, Chapter 13.08, the TAC is charged with
18 performing tree-related duties designated by the City Council The Committee's duties
19
include consultation with Parks, Public Works, and Planning=staff,in the development of;
20 and amendments to, a comprehensivelist of treessapproved for planting within City right-
0 of-way:, Additionally, the TAC advises the City on matters referred by staff and other
hearing bodies appointed by Council (i.e.: thesRecreation, Music, and Parks commission).
The TAC also organizes and participates in voluntary tree planting projects throughout
24 the City. Lastly, the TAC frequently produces and distributes educational information
25 concerning the value and proper care of our urban trees::

27 3. ALTERNATIVES: This report does not propose'specific Council action or alternatives
28 thereto.

30 4. FINANCIAL IMPACTS: The TAC does not have an.assigned City budget, revenue source,
31 or City staffing. Parks and Recreation staff provides'assistance,and expertise to the
32 Committee. Parks and Recreation^;is funded through the.General Fund. The Committee
33 focuses on efforts (e.g. planting standards,.education, and participation in private
34 projects), which provide community benefit at little Jr.no cost to.the City. The overall
35 volunteer time:provided by the seven member Committee is estimated at 800 hours per
36 year City staff time,is estimated at 50 hours per year Estimated community volunteer
37 time for actual implementation of special projects, like neighborhood street tree
38 plantings, are unknown but considered to be significant.

40 5. CONCLUSION: The practice of annual reports regarding the Tree Advisory
41 Committee's efforts is an effective way of iifoimingthe'Council of its accomplishments
42 and future objectives. The annual report also provides an opportunity for theCouncil and
43 the community to recognize the Committee's efforts and offer input on past and future
• tasks.

1. Tree City 1)SA: Led' bythe'effortsrof Chairperson Joseph None!,ithe City of Petaluma
received the designation as a "Tree City"from the NationalArbor(Day cF'oundation. This
designation was achieved as a result of the many tree planting projects.the City of Petaluma has
sponsored thru the Tree Advisory Committee overthe years.As a "Tree City", the City receiveda
flag that can he flown at the.City:Nafl flag poltand two "Tree City, 1)SA"signs that could be
posted at the north and soutk entrances to the City.
2. Prospect Street.Tree Planting Project: In the Spring, twenty-four street trees were planted
along Prospect Street between,7fowardand Bodega Streets. The planting project was first
presented to the Tree Advisory.Committee by formerParks-et[k`creation Commissioner Todd
• Grarykand his wife Janet,' who herself is a former TreeAdvisbry Committee member. TAC
members Warier,, andParrgrson, %ins G runt led the effort;in helping the.Gracyks prepare grant
applications, organize the workforce and help plant the trees.
3. Mc'Tear ParkRedesigm, As,part of the master.;plan revision efforts:on McNear Park the
TAC participated in the tree planting design for the park The effort,is being fed by Steve14rago,
who along with!local resident,Ren Berman, have been volunteering their time in the redesign
effort for the overallparkaswellasthe playground.''This design effort continues, with a goal of
constructing playground improvements this summer.
4. Si.th Street Tree Planting Project This summer the TAC war approached by neighbors
along Sixth Street about;their desire,to plant more street trees along the roadway. The
neighborhood efforts_were fed fiy Lynn Ring and Lisa Eldridge.A number of meetings were herd
between VAC members and neighbors, providing insight, suggestions:ande. ertise with respect
to pursuing grants, City help, etc. Committee members14rago, Barrett, World-and Parkerson all
participatedin this,effort. "he project proposes to plant approximately twenty new street trees.
Thetarget.date for planting,these trees;is midspring to earfysummer. Committee members
involved include Norief,;Barrett;Parkerson and Arago.
`CAC has become a "clearinghouse"for potential-projects in public areas and tree related issues.
Two projects that came beforetthe Tree Committee last year include the following;
1) Tim.Mar-drainage channel'tree planting adjacent to Lfofm Road
