Summary Statemen't:.
The Cityof Petaluma participates in the Countywide Continuum of Care planning'process. This process
has been in place since .1997 and is the forum for applying for Stewart B. McKinney Homeless
Assistance•Act'funding. This year, up-to $1,500,000 could be available for Sonoma County for a variety
' of projects and programs which-serve the homeless; population. Two Petaluma nonprofit agencies,
COTS and the Salvation Army, have,submitted a letter of intent to apply for funding under this intensive
planning process. HUD request ian• acknowledgement of those applications by the entitlement
jurisdictions in which they are located. All applications are consistent with the City's 2000-2005
Consolidated Plan Strategy.

ACKNOWLEGEMENT OF SUBMITTAL-OF APPLICATIONS TO'THEDEPT. OF
HUD FOR FUNDING OF TRANSITIONAL HOUSING PROGRAMS BY COTS AND
THE SALVATIONARMY
1. EXECUTIVE SUMMARY: Two Petaluma,nonprofitiagencies will submit applications°to the
Dept. of Housing and'Urban Development(HUD) for fimding':of their;transitional
housing programs:• The Committee'On The Shelterless (COTS) and the;Petaluma
Salvation Army will apply as part,of the Countywide Continuum of--Care,process to
receive Stewart B. McKinney Homeless Act'funding for their programs which move -
fariiilies from homelessness to independent hying.
2. BACKGROUND: The Continuum of Care process has been inplace'in Sonoma,County
since,1997 and!-involves the nonprofit community which provides homeless projects and
programs,and;the three entitlement jurisdictions,,the Cities of Petaluma-and'Santa:Rosa
andrthe'County,of Sonoma. It is a participatory, democratic process in which all:agencies
collaborate in the planning and'servic e delivery and prioritize the annual funding
applications.

3. ALTERNATIVES` Without Council'approval of providing the HUD-required match and
the'certificationof consistency with,our 2000-2005 Consolidated Plan, the applicants'
proposal to HUD will not be strongenough,to secure funding in the highly competitive
environment of federal homeless funding.
4. FINANCIAL IMPACTS: This process provides our community(and the South.County)with
the opportunity to secure approximately in homeless funding, over a three-year •
period,•for the minor:investment,of staff time and funding of$8,160.00, thereby
maximizing Our local housing fund.
5. CONCLUSION: This is a source of funds,which leverages our local.housing funds,and.
allows us to-better,serve this population with extensive and,expensive service:needs. The
Continuum of care•is aself-sustaining program with the added benefit of bringing;all_
• service providers together sharing'information and data gathering capabilities..
6. OUTCOMES': Success will be measured by the success,in receiving thissgrant and the
ability of the-two'nonprofit agencies to utilize the funds to assist people on their road
froth homelessness backto:independent living:,

7, RECOMMENDATION: Staff recommends adoption of a resolution acknowledging the
submittal of the applications and authorizing the City Manager to sign the necessary
documents.

HOUSING AND URBAN DEVELOPMENT (HUD) UNDER THE CONTINUUM OF
CARE PROCESS AND AUTHORIZING THE1CITY MANAGER TO SIGN THE
CERTIFICATION OF CONSISTENCY WITH PETALUMA'S 2000-2005
CONSOLIDATED PLAN. •
WHEREAS the City of Petaluma is anrentitleinent'jurisdiction under of the Department
of Housing and Urban D'evelbpment(HUD);and
WHEREAS the StewartB. McKinney Homeless Assistance.ActNotice of Funding
Availability(McKinne •NOFA) issued in March 2001 requires that entitlement
jurisdictions participate in a:regional planning process, the Continuum of Care, and
submit a Continuum.ofCare Plan for local;funding applications to be successful;and
WHEREAS the 2001 Revision of the 1997-2002 Continuum of Care Plan has been
reviewed and considered by.the county-wide nonprofit commumty and service providers;
and
• WHEREAS the Committee On The Shelterless (COTS)will submit a proposal to HUD
for $400,000 and the Salvation Army will submit a proposal for$166,000 for
continuation and:expansion of their successful transitional housing programs, which
assist families in moving from horimelessness,to self-sufficiency;
NOW THEREFORE BE;"ITRESOLVED that the Petaluma City Council approves the
submittal of the applications; and
BE IT FURTHER RESOLVED that the City Manager is authorized to sign the required
Certification of Consistency with the.Petaluma Consolidated Plan and all other required
documents for applications being submitted under the 2001 McKinney'NOFA for
projects located in our community:
