EXECUTIVE SUMMARY: We have a unique opportunity to apply for FAA grants for the Airport improvement^and'upkeep projects, at'no cost to the°enterprise. We are eligible for$304;000. 2. BACKGROUND: Everyfew:years;,the FAA givesaairports;anyopportunity to indicate their significant grant eligible maintenance and capital improvement needs. Recently, the FAA requested a current needs inventory coupled with asimultaneous grant application for the first three years:. This new:program'is much more flexible:and useful to the Airport than in'the,past. It results from a significantly revised Airway Act passed by the last Congress: No local matching funds are required due to the value of the 40 acre • approach protection zone paid credit allowed by the FAA. 3. ALTERNATIVES: a Do not,apply for the-funds. We will miss the unique,opportunity for a meaningful grant. b. Self-finance these needs. Projected Airport income-is dot sufficient for these needs It must go to.operations and debt service. c. State loans. As in'#2,.the loans, ifavailable,:must be repaid from income. 4. FINANCIAL IMPACTS:' This is an opportunity for total grant financing of this program: These funds, coupled with an eligible;Statedgrant and FAA, ALP credits alreadyrearned, will'finance these tasks at notcost to the enterprise. 5. CONCLUSIONS: This;is a uniqueropportunity.resulting from major revisions.to the Airways Act. Lack of appropriate response would cause•a serious financial burden for the airport. 6. RECOMMENDATIONS: Approve the application'for Federal assistance (AIP) grant in the amount of$304,000 for . What will:be funded? . The first ten projects includedon the attached revised,list, beginning with "Pave • projects Tiedowns 153, 154", up to and including"Extend North Taxiway", will be funded. 2. Cap ital'Improvement.List exceeds grant amount. We are required to subinit to'theFAA an'.ongeing;capital improvement "wish':list The first ten items on the'_-list are:included on;the current application for,a one-time entitlement;grant available from the,FAA. We will apply'for the items.at,a later time However;we must have included those items on an already existing listin orderfor:thentto be considered at that time. 3. How do,we apply for-State funds? Essentially, we will•go,,through.the"same process to apply for State funds. .However, we:cannot apply for State funding until we'have applied,and been approved for federal funds., At this point,-the FAA is waiting=for our sponsor's (City Council's) approval before proceeding: Once we've;been approved for federal funds, we will apply for State funding, at which time ive will once agaifi have to get City Council's approval.
