Summary Statement:
The Petaluma Farmers Market has(requested the use of Walnut Park for-their 14th season. Use of Walnut
Park will include the closure of 4th Street between "D" and•"E Streets the day of the Market. Hours of
'operation are 1:00 p.m.-6:00 p.m.; Saturdays, with the season,.opening May 26 and concluding October
07`h.

13 The Petaluma Farmers Market has requested.the use of Walnut Park for its 14th annual season.
14 Use of the Park includes the closing,of the 4th Street between "D" and "E" from 1-6 p.m: on
15 Saturdays. The season starts May-26.andconcludes October 27, 2001.

- 17 2. BACKGROUND:

19 The Petaluma Farmers Market has been-using Walnut Park for its Saturday market for
20 approximately 8 years- Prior to this,period of time, the Market used the "A" Street parking
21 Lot, With the move to Walnut Park, the popularity of the market_has increased dramatically. It -
22 has proved to be a popular use,of the park,.bringingcindividuals and families to the many family
23 oriented activities. The Market organizers,are very careful-to work with City staff and neighbors
of the park. They are also veryconscientidus"regarding use of•the park, cleaning it after each

use. -

27 Use of Walnut Park foi-the Fanners>Marketalso includes closing 4th.Streerbetween "D" and
28 "E" Streets the day of the market...Organizers are very careful to post the street 24 hours in
29 advance in order to properlynotify'neighbors.

31 There have been very few roblems with`the Farmers Market: It provides a positive use of the

32 park and, in some cases, by its presence, keeps undesirable populations from taking over the
33 park.

38 B. Require all booths to be placedwithin the,park,with noclosure of 4`h Street.

41 4. FINANCIAL IMPACTS: '

43 Organizers of the Fanners Market have been very conscientious regarding the use of Walnut
44 Park, cleaning the park after each use. Due to the nature of the activity and the number of people
45 who attend, some park maintenance stafftime is required after each use An estimated $600 of
46 staff time is estimated for the entire 5-month market season, activities include cleaning the park
fpand the restrooms.

4 •5 Use of Walnut Park by the Petaluma Farmers Market has been a high profile, successful family
6 event in past years: Impacts on local neighbors have been minimal due to the awareness and
7 efforts of the Farmers Market organizers: Also; the market provides local residents the
8 opportunity to,purchaseorganically grown-fruits:and vegetables in the center of the City.

8 WHEREAS, the Petaluma Farmers Market has been in operation.for fourteen seasons
9 providing a public service for the Petaluma Community;and
to
n WHEREAS, the Petaluma Farmers Market has been very responsible when using City property
12 while providing said public service to the Petaluma community; and

14 WHEREAS, the Petaluma Farmers Market has requested the use of Walnut Park for the 2001
U season in order to provide increased visibility for theparticipatingfarmers,;and-a park setting for the
to public attending the market; and

ia WHEREAS, use of Walnut Park'bythe.Petaliuna Farmers Market would include closing
19 • Fourth Street between E and D Streets, to allow farmers to back their vehicle up to the curb.

2.1 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Petaluma
',does hereby authorize the Petaluma Farmers Market;to use Walnut Park<iforthe 2001 season from May
2J 26, 2001 —October 27, 2001; and

25 IT IS FURTHER,RESOLVED, that the City Council also approves individuals using.tables
26 in.Walnut Park for distribution of written material(s), provided:it'does'not interfere with the ability of
27 the Farmers Market to operate; _

29 IT IS FURTHER RESOLVED, that the Petaluma Farmers'Market, as a condition of use of
• 3o City Facilities; must receive required approval from appropriate City Departments.
