RESOLUTION AUTHORIZING THE PURCHASE OF SYNTHETIC TURF MATERIALS FROM
FIELDTURF USA, INC., THROUGH THE CALIFORNIA MULTIPLE AWARD SCHEDULES
(CMAS) PROGRAM FOR THE LUCCHESI TURF FIELD REPLACEMENT PROJECT (C14502008),
IN THE AMOUNT OF $722,848
WHEREAS, Lucchesi Park is a high-use public recreation area and the synthetic turf field is an important
facility supporting year-round programming for youth and adult sports; and; and
WHEREAS, the current synthetic turf field, last replaced in 2010, has reached the end of its useful life and
requires replacement due to significant deterioration and safety concerns; and
WHEREAS, on February 3, 2025, the City Council adopted Resolution No. 2025-016 N.C.S., formally
directing staff to proceed with an all-weather synthetic turf replacement and subsurface upgrades for the Lucchesi
Turf Field Replacement Project (C14502008); and
WHEREAS, FieldTurf USA, Inc. is an approved vendor under the California Multiple Award Schedules
(CMAS) cooperative purchasing program (Contract No. 4-06-78-0031A), which satisfies the City of Petaluma’s
purchasing requirements under Municipal Code Section 4.04.100; and
WHEREAS, the purchase from FieldTurf USA, Inc., as detailed in Attachment 2 to the staff report, includes
synthetic turf with natural olive-pit infill, a shock pad with liner, field striping for soccer and lacrosse, a 10-year
insured warranty with biannual GMAX testing, a professional maintenance program, and all applicable taxes,
freight, and bonding; and
WHEREAS, the total cost of the materials purchase is $722,848.00 and sufficient funding is available in the
Lucchesi Turf Field Replacement Project budget (C14502008); and
WHEREAS, the project is categorically exempt from environmental review under the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15302
(Replacement or Reconstruction).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Finds the above recitals to be true and correct and incorporates them as findings of the City Council.
2. Finds that the proposed action is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Sections 15301 and 15302.
3. Finds that purchasing synthetic turf materials through the CMAS cooperative purchasing program satisfies
the purchasing requirements of the City Charter and Petaluma Municipal Code Section 4.04.100.
4. Authorizes the purchase of synthetic turf materials from FieldTurf USA, Inc. through the CMAS cooperative
purchasing program in the amount of $722,848.00 for the Lucchesi Turf Field Replacement Project
(C14502008), as described in the quote attached to the staff report as Attachment 2.

5. Authorizes the City Manager or their designee to execute all documents necessary to complete the purchase.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 4th day of August
