Attached is a rough draft of the next "yellow" future agenda: Need your wishes ASAP on the
following future agenda items. Also, I'will be forwarding shortly to you and the Council a
proposal to have only one Councilmeeting:in July (July 16th) and one meeting in August
(August 20th).
1. Boards & Commissions,discussion item, continued from May 7th meeting: The earliest
possible time appears to be the afternoon meeting of June 4`h. However, the Council
previously wanted this discussion at evening Meeting ineorder to allow the public to
attend.
The evening of June 4th currently lists an item for interviewing applicants for vacancies
on Boards, Commissions,,and`Committees. An option is to place the discussion before
this item, or move the interviews taanother date. How would you like to handle this?
2. Campaign Finance Ordinance,discussion, continued from May 7`h meeting. Tentatively
rescheduled for evening of June 4. Is this date acceptable?
3. 'Cross Town Connector discussion (item#20), continued from May 7`h. There is no
available time in the immediate future. Your suggestion?
4. Recruitment of City Clerk (#21) continued from May 7`h. This maybe a brief discussion,
but not,sure what youwould like. Please advise.
5. City Council Rules & Procedures..:It is my recollection that a subcommittee was to be
formed to work with Rich Rudnanskyto review the outstanding issues. As of today, Rich
has not been contacted.

6. .LAFCO and future operations. Attached is a letter received today- LAFCO. Is this
something'we can handle during the budget.workshops?' As the LAFCO representative,

I have attached a draft copy of the project submittal language for the HWY 101 area. As
can be seen, there is no mention of a specific crossing by name. I.would also like to
reemphasize- that this is for projects that are of countywide significance: not for
improvements of all City arterials and collectors, but rather those that connect with the
county wide transportation systems..-An example would be our,request that the proposed
Old Redwood Highway improvements not stop at the City,limits'but continue through the
• City to connect with the HWY 101 overpass. •
I would also like to mention the-short time frame allotted staff to submit placeholders to '
SCTA. See attached solicitation fromSCTA. Knowing that we did not have time to
agendize this item for Council ipput and direction prior to the submittal deadline, and
further knowing that Council would have time to review and amend any project at a later
date in May,we submitted projects of countywide significance.
I hope this clarifies and-quantifies the type of projects that will qualify for this program.
If you have anyadditional`quesiions please give me a call.

to approveiit, stated:that'they would'not provide capital,funds for a.transit project that cannot. _.

can be seen, there is no mention of a specific crossing byname: I would also like to
reemphasize that this is for projects that are Of countywide significance: not for
improvements of all City arterials and collectors, but rather those that connect with the
A county wide transportatiortsystems. An example would be our request that the proposed
Old Redwood Highway improvenients:not stop at the City limits but continue through the

I would also like to mention the short,time frame allotted staff-to submit placeholders to
SCTA. See attached solicitation from SCTA. Knowing that we did not have time to

SUBJECT: Pavement.Management:System Status Report
The City of Petaluma street system is composed of approximately 140 miles of streets. This
system is divided into 35 miles of arterials,.25 miles'of collectors, and.80.miles of local streets.
From 1994 to 1997, City personnel surveyed the condition of the arterial and collector streets,
and entered the data into a.pavement managementsystem.(PMS)provided by the Metropolitan •
Transportation Commission (MTC): MTC provides support for the,software and training for the
field survey activity to insure consistencyin the data entry. The program is widely used by many
• communities in the Bay Area(see Exhibit A). A pavement management system, approved by
®MTC, is also required in order to qualify for Federal and State funds;
The purpose of the PMS is to maintain an ongoing.database of the condition of the street
network, followed by recommended repairs and/or maintenance, cost-of repairs, and a priority •
list based on various levels of funding. This system is a very useful resource. However, it is a
Computer'Model that provides the best results when analyzing large resurfacing programs:
Because of lack of resources, both personnel and financial, the City of Petaluma to date has
surveyed and entered data for the City's arterial and collector streets only. Tne City's local •
streets have never been surveyed The results of the arterial/collector street system survey
indicate that the average pavement condition index(PCI) for the City's arterial and collector
streets is currently 41; a PCI rating of 100 would be pavement in the best condition, and 0 would
be in,the worst condition. MTC lists the City of Petaluma's PCI and PMS certification on page 5
of Exhibit A. The last street survey work performed by City-personnel was on 6/27/2000. The
City's PMS is certified until 6/27/2002.
In the last twelve months, MTC has added the requirement that all local streets be included in the
pavement management system survey, and that the local streets be resurveyed every five years.
The surveying of Petaluma's arterials, collectors,and local streets, is a major undertaking for the
City. The Engineering Division has spoken to MTC about ideas on how the accomplish this task
with the City's limited personnel resources. MTC recommended using a consulting firm, arid
indicated that funds may be available from MTC,in 2001 to_hire a consultant. Engineering staff
will be submitting an application to MTC for the funds to survey the entire street system. MTC
said that they would let applicants know in April or May 2001, which agencies will receive
grants. The timeline fora consulting firm to start the survey. assumingthat the City receives a

An alternativeto waiting for funds from MTC is;for the City'to,pay the cost of hiring:a
consulting firm. The estimated cost for this service is $40,000 to$50,000. The timeline to
complete the task using City funds could be two to three,months shorter than using MTC's
approach.
The City's PMS recommends spending$3,500,000 annually on the City's collector and arterial
• streets in order to keep the average;pavement condition of these streets from deteriorating
further. This does not include the cost to rehabilitate and maintain the City's local streets.
Because of lack of funding, only$250,000 is currently available annually to resurface the City's
streets. The lack of funds and associated maintenance is causing the City's,streets{to,deteriorate
rapidly„and the resulting costs of deferring the'maintenance"will become a major financial
burden,to the City. To understand how little.work canbeidone for$250,000,(a year's budget),
let us consider the recent costs to resurface No. McDowell Blvd: $250,000 would resurface
approximately 700 feet of this street, or from Lauren Drive to East Madison Street. -
For discussion"purposes, sources of funds could be additional`State gas taxes or a special City-
tax. Either would-require a 2/3 voter approval. Of the two,additional State gas taxes, of the
magnitude needed, is unlikely:since a statewide vote would be needed.
Upon completing the streets system survey; City staff will±assemble a program and present a •
report to the City Council, including cost for overlays, continued maintenance, and,funding
options. We intend to submit a budget paper as part of the fiscal•year 2001-2002 budget
consideration.process for Council`feedback and direction.

In accordance with section 2018:1 of theStreets'and,Highway Code, MTC requires cities
and;counties,submitting pavement;maintenance;and rehabilitation.projects for funding to
utilize a Pagement ManagementSvstem(PMS)'.:
Section 2108.1 of the Streets and'Highway Codes says:
By July 1, 1990 the City, County, State Cooperation Committee in the depai trnent shall
develop and adopt,a pavement management promam to be utilized on local streets or
highways that receive funding under,,the state transportation improvementprogram. The
pavement management prom-am shall be transmitted;to;every,county or city for possible
adoption or incorporation into.an e'ristldg pavement management program. The City,
County State Cooperation Committee,shall solicit,recommendations from transportation
planning agencies and any.other entity the committee deems appropriate
Based on the recommendation ofthejoint City, County; State'Cooperation Committee, MTC
certifies a jurisdiction as:afr"ctive'PMS user" when all of the,following applies:
1. The pavement management system used by the jurisdiction is capable of completing
all thefollowing:
• Storing,inventory data for all arterial and collector routes in the jurisdiction
• Assessing:the pavement condition basedon d
istress information.
• Identifying all pavement sections that need rehabilitation orrepla
cement.
. Calculating budgetneeds-forrehabihtatmg:or:replacing deficient pavement sections.
2. The jurisdiction completes all the following:
• Reviews and updates the inventory information for.all arterialsand'collectors every
two years.
• Completes,inspection of,pavement sections for arterial and collector routes in the
system every two years, and residential routes every 9years.
▪ Calculates budget needs for rehabilitathig or replacing deficient pavement sections for
the current year and the next three
MTC',will post,certifrcationstatus of Bay Area jurisdictions on the MTC PMS web site The
certification will have an ekpiration'date two years-from the last date::of completing
inspections of arterials and collectors in your network.
