Page 1 Resolution No. 2025-127 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE PURCHASE OF FIVE BATTERY ELECTRIC CUTAWAY VEHCILES FROM MODEL1 AND AUTHORIZING STAFF TO EXECUTE ALL NECESSARY DOCUMENTATION TO COMPLETE THE PURCHASE WHEREAS, the City of Petaluma seeks to provide effective transit service to the Petaluma Community; and WHEREAS, the City of Petaluma owns and operates a transit fleet of various transit vehicle types and sizes for its operations; and WHEREAS, the City of Petaluma seeks to replace five existing cutaway vehicles that have reached the end of their operational lifespan with new units, in order to maintain fleet reliability; and WHEREAS, the City of Petaluma seeks to electrify its transit fleet in order to operate zero-emission vehicles in helping to fulfill the Blueprint for Climate Action; and WHEREAS, the City seeks to purchase five Forest River Gamechanger battery electric cutaway vehicles from Model1 with the California Association for Coordinated Transportation (CALACT) Contract #20-01; and WHEREAS, Model1 provided pricing of $639,133 through the DGS contract with a total estimated project cost of $709,133, including all associated project costs; and WHEREAS, staff has determined that Model1 is a qualified vendor and qualified to fulfill the bus order; and WHEREAS, the City currently has available funding in the amount of $ 709,133 to fund the project through a combination of funds for the project within the FY 26 budget; and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that the purchase of electric vehicles does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Relatedly, the proposed action is exempt under the common-sense exemption, CEQA Guidelines Section 15061(b)(3), because it can be seen with certainty that there is no possibility that the proposed action could have a significant impact on the environment and CEQA Guidelines Section 15301 (Existing Facilities) and Section 15302 (Replacement) as the electric buses will be used to replace existing diesel buses which will reduce emissions. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds that purchasing the buses through the CALACT contract is in compliance with the purchasing requirements of the City Charter and Chapter 4.04 of the Petaluma Municipal Code. 4. Approves the purchase of five battery electric paratransit vehicles from Model1 via the DGS contract for $639,133, including taxes. 5. Authorizes the City Manager or their designee to execute all documentation related to the bus purchase agreement with Model1. 6. Approves the required tasks associated with the bus purchase, including procuring bus build inspection services and bus graphic wrapping services. Under the power and authority conferred upon this Council by the Charter of said City.
