Resolution No. 2025-133 N.C.S.
of the City of Petaluma, California
RESOLUTION AUTHORIZING RESPONSE TO THE SONOMA COUNTY CIVIL GRAND JURY
REPORT TITLED “ANIMAL SERVICES IN SONOMA COUNTY”
WHEREAS, the Sonoma County Civil Grand Jury (CGJ) is an independent institution with the principal
function of overseeing all aspects of county, special district, and city governments in Sonoma County to ensure
that the best interests of its citizens are being served; and
WHEREAS, the CGJ has the authority to inspect and audit the financial expenditures of county and city
departments and special districts to ensure that public funds are properly accounted for and legally spent, inquire
into conditions of jails and the treatment of inmates, and inquire into the performance of any county, city, or
special district public official or employee; and
WHEREAS, the CGJ issued the Final Report for 2024-2025 on June 13, 2025; and
WHEREAS, the CGJ invited the City on June 13, 2025 to respond to the report titled “Animal Services
in Sonoma County”; and
WHEREAS, adoption of this Resolution is exempt from the California Environmental Quality Act
(CEQA) under the “common sense” exemption in CEQA Guidelines Section 15061(b)(3), as it can be seen with
certainty that there is no possibility that the activity in question may have a significant effect on the
environment.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1.Find the above recitals to be true and correct and are incorporated herein as findings of this Resolution.
2.A copy of the City’s response to this Grand Jury is attached to this resolution and is hereby approved.
3.Authorizes the City Manager to submit all required documentation to the Sonoma County Civil Grand
Jury in relation to the CGJ report regarding “Animal Services in Sonoma County”
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 8th day of September
2025, by the following vote:
