Page 1 Resolution No. 2025-128 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL FUNDING UNDER THE FEDERAL TRANSIT ADMINISTRATION (FTA) SECTION 5310 WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION WHEREAS, the U. S. Department of Transportation is authorized to make grants to states through the Federal Transit Administration to support capital projects for non-urbanized public transportation systems under Section 5310 of the Federal Transit Act (FTA C 9070.1G); and WHEREAS, the California Department of Transportation (Caltrans) has been designated by the Governor of the State of California to administer Section 5310 grants for transportation projects for seniors and individuals with disabilities; and WHEREAS, the City of Petaluma operates microtransit service, titled LumaGo, within an area inside the city of Petaluma; and WHEREAS, the City of Petaluma desires to apply for said financial assistance microtransit service to aid seniors and individuals with disabilities in the city of Petaluma; and WHEREAS, the City of Petaluma has, to the maximum extent feasible, coordinated with other transportation providers and users in the region (including social service agencies); and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that filing of an application does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Relatedly, the proposed action is exempt under the common-sense exemption, CEQA Guidelines Section 15061(b)(3), because it can be seen with certainty that there is no possibility that the proposed action could have a significant impact on the environment. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Declares that the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. The proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that the filing of an application does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Page 2 form: Petaluma with the California Department of Transportation (Caltrans) to aid in the financing of microtransit operations for seniors and individuals with disabilities pursuant to Section 5310 of the Federal Transit Act (FTA 9070.1G), as amended. 4. Authorizes the City Manager, or their designee, to execute and file all certification of assurances, contracts or agreements, subsequent amendments, or any other document required by Caltrans. 5. Authorizes the City Manager, or their designee, to provide additional information as Caltrans may require in connection with the application for Section 5310 projects. 6. Authorizes the City Manager, or their designee, to submit and approve request for reimbursement of funds from Caltrans for the Section 5310 project. Under the power and authority conferred upon this Council by the Charter of said City.
