Officers were dispatched to a possible in -progress theft from a mailbox(es) involving a male and female.
When they arrived, they contacted a male, who was found to be on felony supervision for theft, at an open
mailbox. The male said he was with a female who resided at the address' mailbox, but he did not know her
whereabouts. I began to check the area when I saw a subject riding away on a bicycle. I contacted the
subject, who was the associated female, and asked her to step off her bicycle. She refused and became
argumentative. I gave her repeated commands to step off her bicycle, sit on the curb, and that she was
detained. She refused. As I was still by myself and believing she was possibly involved in criminal activity
with another felon, I attempted to gain control of her right wrist, which she immediately pulled away. I was
then able to obtain control of her right wrist as Officer Clark arrived and obtained control of her left wrist. Her
arms remained tense, making it difficult to bring them to a handcuffing position. She then twisted her body
and pulled away from us. I gave her repeated commands to stop resisting and give us her arms. She refused.
She was on her back, and I attempted to use her wrist in a bar -arm control hold to "stir" her onto her
stomach. Once on her stomach, I first used my knee on her back to control her and then my entire body
weight due to her continued resistance. I delivered one open -palm distraction strike to her right face in order
to gain control of her right wrist. Officer Clark was then able to complete the handcuffing. She did not
complain of injury, but had a minor abrasion to her foot. I received abrasions to my fingers and discomfort to
my right knee.
