Incident Summary
Officers dealt with a _African American female who was In a�in the parking lot of PVH.
The female was previously involved in a collision, and based on descriptions of her demeanor, was in a
hen. She declined medical transport but self -transported to PVH. While there, she caused a loud
disturbance In the ED and claimed staff dropped her on the "COVID covered" floor, causing a head injury.
She became enraged when they refused to take a photograph of her claimed injury, and implied racial
overtones. She was eventually released to her mother, and the two were then involved in a disturbance in
the parking lot, prompting PPD response. Officers Raccanello, Gutierrez, Williams, and Clark and I responded
out to the parking lot. Officers Williams and Clark and I were already In the ED with an unrelated person in
the WRAP on a While Officer Clark spoke with the female, who was sitting in the driver seat of her
mother's vehicle, she stated she would be closing her door. Officer Clark told her to not close the door. She
asked If she was being detained, and was mistakenly told she was. I clarified she was free to leave and told
her to not close the door. Due to her underlying demeanor, I told her to "shut her mouth and listen," which
caused her to become enraged, claiming it was illegal for me to say that. She demanded my name and badge
number while I spoke with her mother to gain some background. At one point, she swiftly approached me,
demanding my information. As she did, I took one step forward, and we bumped chest to chest. She claimed
I pushed her. I did not and my hands remained on my belt the entire time. She was holding a pen in her
right hand and started pointing it in my face, getting closer each time. Not knowing her intentions and due to
her elevated state, I obtained a hold of her right wrist with my left hand when the pen came within 2-inches
of my face. I held her wrist down at her side until she relaxed, slightly. I released the hold after
approximately 25-seconds. She claimed her wrist "cracked" but then immediately waved It at us, claiming
our BWCs were not activated. They were. A short time later, while waiting for a taxi to take her from the
scene, she claimed I "touched her tittles" with my hands, which I did not, and implied racial overtones,
claiming I "got off on touching little black girls."
