Narratives
On 7-20-20, around 2230 hours, I was the on -duty patrol supervisor and assisting Officers Williams and Clark
with a subject who was on a mental health hold in the Petaluma Valley Hospital emergency department. I was
wearing an official police uniform.
While there, emergency department staff were separately dealing with a female, later identified as
, a few beds away. was sitting on the floor below her hospital bed and loudly claiming staff threw
her to the floor and were refusing to take a picture of a head injury she claimed. She then screamed that one of
the staff made a comment about her race; she was African American. She continued to cause a loud
disruption in the department until she was eventually released to her mother.
It should be noted was involved in an earlier traffic collision around 2049 hours (PPD Case #20-2434).
According to officers on scene, her demeanor was loud enough that it caused an extensive amount of 9-1-1
calls to the Petaluma Police Department call center. She declined medical treatment and was transported to
Petaluma Valley Hospital by her mother,
A few minutes after left the emergency department, staff advised us she was involved in an altercation
with in the emergency department parking lot. Officers Williams and Clark and 1 walked out to the
parking lot, and found Officers Raccanello and Gutierrez speaking with , who was seated in the driver
seat of a vehicle blocking the parking lot.
I activated my body worn camera and stood approximately 20-feet away to merely supervise the situation.
was loudly upset and demanding ; be arrested for running over her foot with the vehicle. She was
also upset with her treatment at Petaluma Valley I lospital and demanded to be taken to Santa Rosa Kaiser.
Officer Clark began talking with her and performed a mental health evaluation. She was not deemed to fall
within 5150 WIC but remained at an elevated demeanor.
While Officer Raccanello spoke with and Officer Clark spoke with , she ( ) stated she would
be closing the driver door. Officer Clark told her not to, and she asked if she was being detained. Officer
Clark advised her she was. Duc to a lack of any obvious detention factor(s), I advised her she was not
detained but would not be closing the door. This was because we did not know if she had the keys or any
potential weapons in the vehicle. I advised her several times she could leave the scene if she wanted. She
stated, "I don't want to leave."

then claimed it was illegal for me to not allow her to close her door. I advised her again she was free to
leave. She asked if she was being detained. I advised her she was not and suggested she start listening to
what we were saying. She further elevated her demeanor and attempted to talk through me. I told her, "Shut
your mouth and listen," twice. She then asked, "As a black women, I need to shut my mouth?"
As we were clearly not going to reason with ;, I walked over to Officer Raccanello and asked what more
needed to be done so that we could mitigate any further disturbance. ' continued her rant and demanded
my name and badge number from a distance. I asked 1 how we could help her, as they lived together.
She told me she was not going to drive her to Kaiser
I suggested we could arrange a taxi, and she agreed to pay for it.
1 arranged a taxi with dispatch. While waiting, continued with her rant about being assaulted by
emergency department staff, run over by , and being "illegally" told to "shut up." I walked back over
toward the vehicle and advised her a taxi was on its way to take her to Kaiser and she was free to leave. She
then walked swiftly toward me to write my name and badge number down. At the same time, I took one step
forward, and we bumped chest to chest. I did not use my hands in any way, and they remained on my belt the
entire time. I did not push her.
remained within inches of my face and asked why I was being "aggressive" with her. She asked, "Why
did you just push me? Why did you just put your body on me?" As she asked this, she pointed the pen she
was holding in her right hand approximately 2-inches from my face and getting closer. Due to her elevated
demeanor and unknown intentions toward me, I obtained a hold of her right wrist with my left hand to
maintain my officer safety. I then held her wrist down at her side for approximately 25-seconds until she
calmed down slightly. She claimed I "cracked" her wrist as I released it.

I saw no obvious injury to her wrist, and she clearly had no difficulty waving it around. As she was not
getting the attention of others in the parking lot, including , she then began screaming, "How dare you"
over and over. She went on to demean me as an "evil person not fit to wear the badge." She requested a
sergeant, which I advised her I was. She stated, "Oh. You just like to go around putting your hands on little
black girls? Is that your MO? Do not disrespect me. You like to put your hands on little black girls and that's
what gets you off." She repeated this over and over.
I stepped away from and spoke with to establish background and how we could help her
She explained their strained living situation, the fact that tier boyfriend recently "gave up" on her,
and that she lost her job due to the COVID-19 pandemic.

jail?" replied, "No, because I didn't do it on purpose." : stated, "Then when this sergeant pusbod
interrupted, "There wasn't malice, and he didn't push you." stated to "Loolrat),ou.
You little Uncle Tom."
At that point, the taxi arrived, and I advised of such. She then stated, "You realize you touched my -Its
when you pushed me. You realize you put your hands on my tits." I assured her I did not. She repeat VY
stated, "Yeah, ya did!"
While Officer Raccanello took digital photographs of . she ranted, stating, "At least I'll get a civil suit out
of it. Grown ass man punkin' little kids. You could not help but put your hands on me. You just had to touch
me. You just had to. You just had to touch me, huh? You couldn't, as a grown man; I'm gonna sue you.
And you with your three little badges putting your hands on little black girls."
attempted to get 4 into the taxi, which led - ' to disrespectfully address concluded
her rant with me by stating, "It doesn't matter. He touched my titties. I'm getting paid. You do realize you
touched my titties, right? Do you apologize or are you justified?" She then entered the taxi with the intention
of going home, not Kaiser.
I later uploaded my body worn camera footage to Evidence.com.
