Page 1 Resolution No. 2025-139 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR THE LUCCHESI TURF FIELD REPLACEMENT PROJECT (C14502008) TO ARGONAUT CONSTRUCTORS, INC. WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162, and other applicable laws, City staff prepared construction bid documents and solicited bids for the Lucchesi Turf Field Replacement Project (C14502008) (“Project”); and WHEREAS, the Project was bid on June 20, 2025, and eight (8) bids were received and opened on July 24, 2025, in accordance with applicable law; and WHEREAS, the lowest responsible and responsive bid for the Project was submitted by Argonaut Constructors, Inc., from Santa Rosa, California, for a base bid amount of $862,934, Bid Alternate No. 1 in the amount of $57,500 for replacement of approximately 460 linear feet of existing storm drain line, and Bid Alternate No. 2 in the amount of $5,152 for replacement of approximately 161 linear feet of existing fencing fabric, for a total contract amount of $925,586; and WHERAS, City staff has confirmed that Argonaut Constructors, Inc. satisfies all bidding requirements for the Project and possesses a valid California Contractor’s License, Class A (General Engineering Contractor), No. 171432, qualifying them to perform the required work; and WHEREAS, no protests to the bid were received, and the deadline to file a protest has lapsed; and WHEREAS, the Project is categorically exempt pursuant to the California Environmental Quality Act (CEQA) and Title 14, the California Code of Regulations (“CEQA Guidelines”), Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) because it consists of replacement and reconstruction of existing turf and drainage systems, as well as accessibility improvements to existing facilities at the Lucchesi Park turf field, and there is negligible or no expansion of use beyond what currently exists, and there are no cumulative impacts, unusual circumstances, or other factors that would make the exemption inapplicable; and WHEREAS, a Notice of Exemption for the Lucchesi Turf Field Replacement Project was filed with the Sonoma County Clerk-Recorder’s Office on August 11, 2025, Document No. 25-0811-05; and WHEREAS, the Project budget includes sufficient funds to complete the work specified in the contract, including a construction contingency of $307,000 to address unforeseen conditions or necessary changes during construction. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Finds the above recitals to be true and correct and incorporates them as findings of this Resolution. 2. Finds that the Project is categorically exempt from CEQA pursuant to Sections 15301 and 15302 of the CEQA Guidelines. 3. Finds that the bid submitted by Argonaut Constructors, Inc. is the lowest responsive bid, and that Argonaut Constructors, Inc.is the lowest responsible bidder for the Project. Awards the contract for the Lucchesi Turf Field Replacement Project (C14502008) to Argonaut Constructors, Inc., in the amount of $925,586, which includes the base bid, Bid Alternate No. 1, and Bid Alternate No. 2 as described above, conditioned on Argonaut Constructors, Inc.’s timely execution of the project contract and submission of all required documents, including but not limited to executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 5. Directs staff to issue a Notice of Award to Argonaut Constructors, Inc. 6. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Argonaut Constructors, Inc. of all required documentation in accordance with the bid specifications. 7. Approves a construction contract contingency in the amount of $307,000 to be used by the City Manager or their designee for unforeseen conditions and necessary change orders. Under the power and authority conferred upon this Council by the Charter of said City.
