Page 1 Resolution No. 2025-149 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE ALL REQUIRED DOCUMENTS FOR PARTICIPATION IN THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL’S (ABC) ALCOHOL-RELATED HARM REDUCTION GRANT PROGRAM WHEREAS, the California Department of Alcoholic Beverage Control (ABC) has selected the Petaluma Police Department to participate in the ABC-OTS Alcohol-Related Harm Reduction Grant Program for Fiscal Year 2025-2026; and WHEREAS, the program provides grant funding to local law enforcement agencies to support the Minor Decoy, Shoulder Tap, and IMPACT programs designed to reduce alcohol-related crime and improve traffic safety; and WHEREAS, grant funds are provided by the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration (NHTSA); and WHEREAS, participation in this program supports the City of Petaluma’s goals to improve roadway safety, prevent underage access to alcohol, and reduce alcohol-related incidents; and WHEREAS, ABC requires a formal resolution from the governing body authorizing execution of all required grant agreements, amendments, and related documents; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. The City Manager of the City of Petaluma is hereby authorized to execute, on behalf of the City Council, all required agreements, amendments, and documents necessary to implement and administer the ABC- OTS Alcohol-Related Harm Reduction Grant Program. 2. Any liability arising from performance of this contract shall be the responsibility of the City of Petaluma, and the State of California, and ABC disclaims responsibility for any such liability. 3. Grant funds received hereunder shall not supplant existing City expenditures, and this award is not subject to local hiring freezes. 4. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, as approval of the resolution has no potential to cause a significant effect on the environment. Additionally, this action is exempt pursuant to Sections 15301 (existing facilities) and 15305 (minor alteration to land) as any use of the funds will be to support existing programs, like the shoulder tap and education, and any additional DUI checkpo ints due to the grant funds will be temporary.
