RESOLUTION AWARDING CONTRACT FOR THE PETALUMA MUNICIPAL AIRPORT SOUTH
TAXILANE B REHABILITATION PROJECT (C61502319) TO GRANITE CONSTRUCTION
COMPANY
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162, and other applicable laws, City staff prepared construction bid documents and
solicited bids for the Petaluma Municipal Airport South Taxilane B Rehabilitation Project (C61502319)
(“Project”); and
WHEREAS, the project was advertised on March 17, 2025 and six (6) bids were received and opened
on April 22, 2025, in accordance with applicable law; and
WHEREAS, the lowest responsive and responsible base bid for the Project was submitted by Granite
Construction Company in the amount of $881,614, and the City intends to award the contract including the bid
alternate, for a total contract amount of $1,287,289; and
WHEREAS, it has been determined that Granite Construction Company, satisfies the bidding
requirements for the Project; and
WHEREAS, no bidders protested Granite Construction Company’s bid, and the deadline to submit a
protest has lapsed; and
WHEREAS, staff has verified that Granite Construction Company, possesses a valid California
Contractor’s License, Class A, No. 89 that qualifies Granite Construction Company to perform the required work;
and
WHEREAS, the Petaluma Municipal Airport South Taxilane B Rehabilitation Project (C61502319) is
categorically exempt pursuant to the California Environmental Quality Act (“CEQA”) pursuant to pursuant to
CEQA Guidelines Sections 15301(c) and 15302, because the project consists of the repair, maintenance, and
minor alteration of existing pavement at the Airport. All improvements will occur on the airport property within
areas that have been previously disturbed. Accordingly, there is negligible or no expansion of use beyond what
currently exists and there are no cumulative impacts, unusual circumstances, or other factors that would make the
exemption inapplicable pursuant to CEQA Guidelines Section 15300.2; and
WHEREAS, a notice of exemption was issued for the project; and
WHEREAS, the Public Works Director found this project to be substantially complex due to the number
of resources needed to complete the project, construction at an operating airport, and the size and impact of the
work, and therefore has determined that a higher retention amount beyond five percent is warranted.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Finds the above recitals to be true and correct and incorporates them as findings of this Resolution.
2. Finds that the Project is categorically exempt from CEQA pursuant to CEQA Guidelines Sections 15301(c)
and 15302, and that no exceptions apply under Section 15300.2.
3. Finds that this project is substantially complex due to the number of tasks needed to complete the project; the
number of resources, specialty contractor work needed; and the size and impact of the project.
4. Finds that the base bid submitted by Granite Construction Company is the lowest responsive and responsible
bid for the Project
5. Awards the contract for the Petaluma Municipal Airport South Taxilane B Reconstruction Project
(C61502319) to Granite Construction Company, in the amount of $1,287,289, conditioned on Granite
Construction Company timely execution of the project contract and submitting all required documents,
including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with
the project bid documents.
6. Approves a construction contract contingency of $100,000.
7. Directs staff to issue a notice of award to Granite Construction Company.
8. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma
upon timely submission by Granite Construction Company, of the signed project contract and all other
required documents, including but not limited to executed bonds, certificates of insurance, and endorsements,
in accordance with the project bid documents.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 3rd day of November
