PRESENTATION
Mayor Giass presented an Arbor Day „Proclamation, which was accepted by
Joseph Noriel, Chair of the Tree Advisory Committee.
CORRESPONDENCE
Mayor Glass read a letter from Jessica Vann Gardner, Executive Director of the
Petaluma Visitors Program, asking Council to send a letter to the California
Division ofi`Tourism iri support of Petaluma's Visitors Center becoming a California
Welcome Center. Council agreed:

Bill Donahue, Sandalwood Mobile -.Home Park, Petaluma, spoke in support of
,approving the agreement between the City and Sonoma County for
adminisfration. of the Petaluma Mobile Home Resit Stabilization Program. He also
spoke about the on-going struggles of mobile home. owners.
Matt White, Basin- Street .Properties, 'Petaluma,. presented his fir.m's proposal. for a
Petaluma Town Center project, which will come before SFARC shortly. This is a
mixed-.use project that would include a movie theater, retail space, housing; aril
a parking garage. The developers would pay for construction and maintenance

1 of the garage. The developers ask. #hat the Cify :fund the. needed infrastructure
2 for the project; and that Council create a: theater district in the downtown area.

4 The Superb S'e~en, Pefaluma, seven teen girls, spoke in support of a downtown
5 theater and Basin Street :Properties' proposal..

7 Geoff Cartwright, Petaluma, spoke'in opposition to development in the floodp'ain
8 and Council's agreement at fh~e February 24, 2003: Council Nle.eting to support
9 the Sonoma County Water Agency's (SCWA) recycled water.policy.

11 Ronald. Kinyon, Petaluma, Garden State Manufactured Homeowners League,
12 spoke regarding the Mobile Home Rent"Sfabilizatio'n Program.

14 COUNCIL COMMENT AND LIAISON REPORTS

16 Council. Member Harris announced. that there are now 110 people on the
17 waiting list for the 5'S hangars to be built of the Petaluma ~girport, each of whom
18 has deposited $4Q0 to be placed on thelist. Occupancy is planned for fhe
19 summer of 2004. He 'asked that fhe meeting :be adjourned in memory of Daniel
20 Falter.

22 Council Member Cane~aro attend the Every Fifteen ,Iv1inutes program, and
23 thanked all th:e agencies involved. The program simulates a fatal drunk-dri"ving
24 accident; and gives teens thaf participate a "dose of reality" about fhe"dangers
25 of drinking and' driving. "

27 Mayor Glass added that the program was''shoeking and very'welf done,'' and
28 said he would definitely want his daughter to participate in this progrgrn before
29 she, "got ,behind the wheel of a .car:" He described Basin Street. Properfies`
30 proposed .project as a, "breath of fresh air," and an opportunity to provide
31 mixed use and vitalize the downtown area , :He added, the project would be,
32 "achievable, with the. coo"Peration~of "the de.veLopment community-.".Regarding
33 mobile home owners, he stated he is a, "strong, fair advocate" forthem.

37 He added it would be the first of many steps to help the downtown '`achieve its

40 vice AAayor O'Brien attended the Community Recognition Awards on Thursday;
4'1 March 13. He thanked the Chamber of Commerce and Argus-Courier; which co-
42 .hosted' the event. He asked ':for the City Manager and City Attorney's h'`elp to
43 rezone Petaluma's mobile home parks 'prior' ;to fhe completion of the General
44 Plan. He would like to see an injunction against~:the Idtesf: attempt on the pa"rt of
45 the park owners to seek space rent inerea"ses. He~ asked to .have the meeting
46 adjourned in rne,mory of Marisa R. D"eCarli.

Council Member Torligtt called the Basin Street Properties proposal,. "very
exciting" and said she is looking forward to talking., more about it. She is
"extremely supportive." She noted that Counci) must firsf adopt tf1'e Central
Petaluma Specific Plan, -.which will allow them to approve projects- ofi this
magnitude in the downtown area.
She noted that President Bush would be making an announcement at 5:00 p.m.
regarding fhe situation with Iraq and asked to have the meeting adjourned in
honor of U.S. troops, who, "need our support."
Council Member Moynihan wished everyone. Happy St. Patrick's Dray. He would
like Council t.o discuss future establishment of d City of Petaluma employee
compensation policyat the March 24, 2003 Council Meeting;

Council Member Torliatt asked the~'City Clerk to confirm the nature of .the
Mayors' and Councilmembers' Association. ABAG (Association of Bay

Area Governments) appointment..She did not think the appointment was
to the Executive Board. She also asked to° have the appointment of an
alternate Local Agency Formation: Commission; (LAFCO)_ representative
added to the agenda. Additionally, she would like to hear an update on
the City's negotiations to purchase the Frates/Martinelli property.

Bonne Gaebler, Housing Administrator, presented the staff report.
Motion to adopt Resolution No. 2003-057 N.C.S. M/S Healy/Torliatt.
CARRIED UNANIMOUSLY.
B. GENERAL PLAN 2004-2025: Council discussion on the Economic
Heal#h Chapter of -the Existing Conditions, Opportunities &
Challenges Report and Fiscal Analysis and the General Plan. (Tuft)
,Pamela Tuft, Director of General Plan Administration, explained
that Council had indicated a desire to discuss the fiscal analysis
model being built for the General Plan. She introduced Roberta
Mundie and Suzanne Lambert of Roberta Mundie and Associates,
economic .consultants. Ms. Mundie and Ms. Lambert spoke
regarding the fiscal condition of Petaluma within the broader
setting of the economy of Petaluma, as well as the discussion
paper that was distributed to the Council, and made available to
the public,. .regarding retail sales tax "leakage."
Public Comment
Onita Pellegcini, Chief Executive. Officer of the Petaluma Area
Chamber of Commerce, reiterated the Chamber's offer to
contribute $5,000 toward an independent retail sales tax leakage
survey covering the Sausalito, San Rafael, and Novato areas as well
as Petaluma.
Geoff Cartwright, Petaluma, noting he was "rather fond of the word
leakage," stated that by building in the, floodplain, the City would
be "subsidizing disasters, not the local economy."

2 with water bills to ask residents "what` they want to buy.and why
3 hey aren't buying, it in Petaluma," insteUd of conducting an
