Discussion and Possible Action Regarding Petaluma Civil Rights Defense 9 Group Presenting Resolution in Defense of Civil Rights as a Response to 10 Certain Provisions of the U.S.A. Patriot Act. 11 12 IVlayor Glass stated he was impressed with the knowledge and empathy of the 13 people present this evening. But, he explained that he just can't "get there" to 14 vote on this matter. He indicated this was never a part of the candidate's 15 campaign issues. He stressed he understands the issues and expressed that he is 16 deeply concerned.. He added he is also concerned about the proposed 17 resolution, .as prepared. He explained he is not capable of getting a full grasp on 18 the information before them and. canno#, morally, take a stance. He 19 commented on the value of this evening's input and.was proud. of th.e fact that 20 over 20Q people assembled and shared their thoughts. He concluded by 21 thanking the Police and Fire Chiefs, as well as the City Manager for their efforts in 22 facilitating the meefiing this evening. 23 24 Council Member Harris commented he is proud to be an American. He :.also 25 commented on hearing the varying views as to what makes America great. He 26 noted he has read the Congressional Research Legal Analysis and proposed 27 resolution. He stated he was not elected to deal with .international affairs and 28 would. be supportive of an additional forum being held at the Community 29 Center if there is a need for the public to further state their views. He indicated 30 he would not be supporting the resolution before. them this evening. . . 31 32 Council Member Canevaro addressed the audience noting that since .9/`1' l~, 33 federal agencies have been trying. to do something to combat terrorism and 34 stressed that he does not believe this is a local issue. He "stated his support for the 3.5 Patriot's Act and asked that those who do not fo pursue `the rnatter_ with. their 36 federal representatives. He concluded by stating 'his support of all local law 37 enforcement agencies. 38 39 Council Member Healy addressed the appropriateness of the Council taking up 40 fhis issue, indi'cotng that local government is the most accessible to fhe people. 41 He commented further on his feelings of how this impacts us locally, (i.e. librar'ies> 4~2 records, Police Department). He referenced common themes, of various civil 43 rights cases throughout history and indicated that these came about in times of 44 national emergency and did not withstand history for a long period of time. C. regarding this .issue :and .thanked fhe citizens of Petaluma for speaking from their heart. She remarked that what Americans value that cannot be seen with our eyes is peace, compassion,,justice and civil liberties.. She stated she would support the resolution before them this evening. Given the remarks of the City Council, it was their desire not to take a vote: regarding the resolution .before them. Eve Roberson, Petaluma,, addressed the Council,. urging fhem to take a vote, as the people of Petaluma deserve a vote qn thin issue. Louise, Leff, Petaluma, addressed the. Council; asking they please NOT call: for a voce tonigh"t. She:`indicated that' bused on Council`s' comments, she would not want Petaluma to be the first City to vote the resolution down.
