Page 1 Resolution No. 2025-158 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING AND ELIMINATING THE POSITION OR FUNDING ALLOCATIONS ASSOCIATED WITH THE UPDATED FISCAL YEAR 25/26 BUDGET BY: 1) AUTHORIZING THE POSITION ALLOCATIONS OF (1) SENIOR HUMAN RESOURCES ANALYST, (1) SENIOR MANAGEMENT ANALYSTS, (0.4) PUBLIC SAFETY DISPATCHER, (1) TRANSIT SPECIALIST, (2) SENIOR PROJECT MANAGERS, (1) PUBLIC WORKS INSPECTOR I/II, AND (1)ENGINEERING TECHNICIAN II AND 2) ELIMINATING THE POSITION OR FUNDING ALLOCATIONS OF (.8) HUMAN RESOURCES ANALYST I/II, (1) HUMAN RESOURCES ANALYST I/II (FIXED TERM), (1) PROJECT MANAGER II, (2) SENIOR CIVIL ENGINEERS, (1) MANAGEMENT ANALYST I/II, (1) SENIOR ENGINEERING TECHNICIAN AND (1) ELECTRICAL MAINTENANCE WORKER II WHEREAS, the City Council adopted the Fiscal Year 2025-26 Budget on June 16, 2025, which included various staffing changes; and WHEREAS, in response to a constantly evolving public service environment with ever changing regulatory, compliance, and service demands, the City must continue to evaluate and align staffing with operational strategy consistent with City Council goals and priorities; and WHEREAS, the ability for the City to navigate changes in its staffing needs and assess appropriate position allocations which best align with the duties and responsibilities of existing workload is critical to success and goal achievement; and WHEREAS, to assist the transformational changes, Human Resources collaborated and partnered with City departments to develop an apt position allocation plan to address operational needs affecting processes and activities; and WHEREAS, the City Manager, acting as the Personnel Officer, has determined the results of the proposed changes address immediate organizational and operational needs and align with the City’s adopted goals and objectives; and WHEREAS, the proposed actions are exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that, approving these actions do not meet CEQA's definition of a “project,” because the actions do not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because these are personnel-related actions that constitute organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds that the proposed actions are exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that, approving these actions do not meet CEQA's definition of a “project,” because the actions do not have the potential for resulting either a Docusign Envelope ID: 045B7D01-1274-4336-ACEF-BEB171775505 Resolution No. 2025-158 N.C.S. Page 2 direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because these are personnel-related actions that constitute organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. 3. Delegates authority to the City Manager to establish, revise, and approve the Classification and Compensation Plan by establishing classification specifications and pay ranges of job classifications in Fiscal Year 2025-26, upon completion of analysis and satisfactory Meyers-Milias-Brown Act (MMBA) requirements. 4. Delegates authority to the City Manager to authorize position allocations in Fiscal Year 2025-26 once job classifications are established as referenced in Section 3 above. 5. Authorizes the Position Allocations of One (1) Senior Human Resources Analyst, One (1) Senior Management Analysts, 0.4 Public Safety Dispatcher, One (1) Transit Specialist, Two (2) Senior Project Managers, One (1) Public Works Inspector I/II, and One (1) Engineering Technician I/II specifically: Classification Department Allocation Senior Human Resources Analyst Human Resources 1 Public Safety Dispatcher Police 0.4 Transit Specialist Public Works 1 Senior Project Manager Public Works 2 Senior Management Analyst Public Works 1 Public Works Inspector I/II Public Works 1 Engineering Technician I/II Water Resources and Utilities 1 6. Eliminates the Position Allocations of 0.8 Human Resources Analyst I/II, One (1) Human Resources Analyst I/II (fixed term), One (1) Project Manager II, Two (2) Senior Civil Engineers, One (1) Management Analyst I/II, One (1) Senior Engineering Technician, and One (1) Electrical Maintenance Worker I/II specifically: Classification Department Allocation Human Resources Analyst I/II Human Resources 0.8 Human Resources Analyst I/II (fixed term) Human Resources 1 Project Manager II Public Works 1 Senior Civil Engineer Public Works 2 Management Analyst I/II Public Works 1 Senior Engineering Technician Public Works 1 Electrical Maintenance Worker I/II Water Resources and Utilities 1 // // // Docusign Envelope ID: 045B7D01-1274-4336-ACEF-BEB171775505 Resolution No. 2025-158 N.C.S.
