Closed Session due to illness.

Bill Pisenti, Petaluma -The Redwood Empire. Trim COmn'iittee has c.hange:d its
name t0 :the RedwciO,d Empire: Tax Committee. The Federal" deficit is nearly $°6
trillion. He does not' suppor# light .rail. becau"se he feels curs are so important t0
families,. citizens will not "ride the t"rains.
.Bill Hammerman, Petaluma' - Congratu,la ed the' Informatiori Services
Department for working with City Cl'erk's Office to send u~>dates:'via the. Internet.
A few w..eeks ago he missed the :City Council meeting where .review of 'the
franchise agreement `was on the: Consent Calendar. Next time. there should be
more, announcement of` the mee#ing. He advised Council to scrutinize; very
closelythe.s'ections with PCA and I=NET for Petaluma.
Geoff Cartwright, ;Petaluma -Resides in th,e long-b'esiege'd Payran neighborhood.
The irnp.acfs of unbridled development are felt not only in the-Payran but -also in
the entire City. The whole community is feeling the imp`e~ct. -potholes - traffic
jams - increased water bills as result of development exceeding water supply.
Mr. S.touder came into this to serve as City Manager and -accorriplished .a~ great
deal - Corp ~of Engineers Project - Sewer Plant - and many more
accomplishments. Thanks to Mr. Stouder and best wishes.

disappointed by one thing; .At the time of project approval, property owners
were supposed to be able to choose if they wanted to have the existing

Council was going to try not to have .special: meetings. ~ She could not see
Council having a full discus"sion on Redwood Technology of that meeting, and
would rather hear dbout the rate study".
'City Manager Fred Stouder -The rate study will not be ready for next week': It is
tentativelyscheduled for August.
Mayor Thompson -Asked Community Development bisector Mike Moore if his:
department was: ready to discuss Redwood Technology.
Mr. Moore - At° the last Council Meeting at which Redwood. Technology was
discussed., Council asked staff to provide answers to a number of questions,.,
Those answers have been provided. He 'thought his department was ready.
Council Member'Maguire -:.Saw the list of quesfigns~but did not see the answers:
He expressed concern about the worklgad, since projects like th'e Central
Petaluma S'pecific'Plan (CPSP)'were in the "pipeline." .
Mayor Thompson - Council can.. agendize discussion of sfaff workload. .Council

Council .Member Torliatt -Did not want to have two special meetings in July.

Vice Mayor Healy -Thought that was manageable.
Council Member Torligtt - At the time Council heard Redwood Technology,
there were many other lengthy items on the. agenda.. She di'd' not think any
Council Members had a chance to redlly go through the Environmental Impact
Report (EIR).
Council Member Maguire - He was able to get through the .bulk of it. He di,d
recall that Council agreed to make a conscious effort not to have special
meetings. Council needs to exercise .more self-discipline.. There will be special
meetings coming up for things like the Interim City Manager and City Manager
positions. He was nat against hearing Redwood Technology per se, but he was
against having large issues heard in special meetings. He would be happy t'o
see it delayed a bit.

27 Mike Ford, Hogan-.Ford Land Surveying, Inc. -This is the last parcel that can be
28 developed. Subdivisions abutting this parcel don't have curb, gutters, or
29 sidewalks.. This. project would add one building to this side of street. He didn't
30 think it seemed right to require curbs, gutters, and sidewalks; as it would be "an
31 island of improvement going nowhere." It would be an unneeded ;added
32 expense to the property owners. This project adds one house, one driveway. This
33 requirement feels like a huge expense for adding one house.

35 Council Member Caller-Thompson -Went to the property and did think `it
36 seemed a little odd to require a sidewalk in an area where there aren't any
37 sidewalks. The area still looks rural and there are benefits to looking That way. She
38. does .not support sidewalk in that area.

41 any other street in that area.

6 in this ease it is an "island of improvement.'' The site is close to ffe edge of town
7 and Ghat allows a differen, t look. Ruth Court is not Likely fo connect and 'be a
8 throughway that would bring increased traffic. He was in support of'the appeal.

Regarding Mr. Chechanover's comments on road improvements, .she would.
like to get a list of streets people are talking about. The reason some streets
are scheduled for work is because they need to be maintained befo"re -they
get any worse.
Was a ,guest speaker at the. Senior Day Center on Howard Street recenfly,
and talked about dental hygiene, and how some medications affect the.
teeth. She thanked Hillcrest Dental for donating toothbrushes.

Was sorry to hear that the mobile home arbitration ruling will be appedled,

22 the incorrect meeting date: She asked Council not to set the assessments. A 75%
23 increase per parcel.. is .being proposed. Two major concerns -Expenditures and
24 Revenues Report: Monthly Maintenance Fe:e -almost double considering little to
25 no maintenance in past year. She showed Council photos she took ,of
26 overgrowth in the creek bed under 'bridge. Dead trees have b°een sitting .there `
27 almost a year. The burden should be on the Landscape contractors. Her second
28 concern is reserves -how are they supposed to be allocated? Estimated
29 reserves for 2000-2001 were $7K: Now there~is $73 -where did it go? Did riot"go `to
30 maintenance! She asked Council to .hold the contractor accountable: for work
31 not being performed. A legitimate breakdown of fees should` be presented to
32 Council and the Graystone homeowners.

34 Richard Parker, Petaluma - Is concerned that if the contractor -who has. not
35 been doing work he was supposed to do - is paid more - he vial do less. This
36 would be rewarding incompetence. He brought in a sample of weeds and dead
37 debris from the median strip: No one seems to be accountable. He would like to
38 get rid of the contractor and somehow get the residents of 160 homes a
39 mechanism by which they could form an association and take the matter out of
40 the City's hands.

43 if`s not being taken care of. Homes .lose value when landscape not maintained.

47 landscape assessment district. ~He has been complaining for six years. Promises
48 have been made -but it's getting worse, not better. He can point fingers at fhe

contractor -but feels the need to look back a little bit and ask if there is ;good
management and supervision of the contractor? Does anybody come around
to, see if the. work h`as::.been done correctly and i'n a ~ timely way? Every

His investment `is going down hill: Why?"'He can't be eni~husiastie about giving
them more money. The broken. sprinkler, s,ystern is washing out the banks. This is a
serious problem - a system that's no't working. Council needs to look of that
problem before they even talk about` money..

Considering these is all very critical to improving service. He is absoiut"ely

that effort continue.. The iriformantion given fo Council is very useful = a good
foundation on which to structure RFP.

to use dumpsters'.ihstead of smaller bins. She is opposed fo this. She would .like to

Keller Street Garage could be steam cleaned. She likes the expansion of
curbside recycling and. would like to see it expanded" to other materials. She
supports pick-up once a week.. for landscape clippings. 'Neighborhoods need to
be noti'ce'd when street cleaning will occur. She would like to increased
weekend collec,tioh of garbage downtown. She would give high ;points to a
company using, alternative fuel vehicles. She asked why the City woud not get a
bid showing what the rates would be for afive-year dell, seven-year deal, etc.?
Mr. Hilton -That has to do with amortization of costs. They can do an estimate
analytically. The more complex you make the proposal process -the more
difficult fhe selection process becomes.
Council Member Torliatt -Purely amortization of one asset and nothing else;?
Mr. Hilton -Thought that after ten years those vehicles would have gotten to end
of their useful life.
Council Member Torliatt -Would assume fast food restaurants generate a huge
amount of litter. Is there is some kind of program.. the City could put t~ogeth"er with
fast food businesses for more recycling, composting? Have other cities looked
into that?
Mr. Hilton -There is lots of interest in the County for food waste composting -but
a fdcility is needed.
Council Member O'Brien -Agreed with most of what other Council. Members
had .said. Asking the cohtractor to steam clean the parking, garage is
overreaching.. His biggest concern is AB939. Contractor should have
demonstrated the ability to meet AB939 criteria.
Council Nlernber Cader-Thompson -When she was in Washington, D.C. they
were doing demonstrations on recycled materials for fast food. The material
broke down in .home compost bins within five days. Water Resources and
Conservation .Director Tom Hargis may have information about that. Could the.
City pass an ordinance for fast food. restaurdnts specifying materials? Would. like

1 to have quarterly community clean-ups, including toxic waste drop-off each
2 time. Would .like two drop-off points:. Regarding the $1:00 surchage for d:am'age
3 to streets -there should have been community areas for garbage. Downtown

5 with now. Water Street should have a common area :for garbage so trucks don't
6 travel through the entire area. She would. like t'o see backyard composting.
