Classification Plan by Revising the Classification Specifications of Firefighter and Firefighter/Paramedic. 1. ^ First reading of Ordinance approved unanimously, or with unanimous vote to allow posting prior to second reading 2. ^ First reading of Ordinance approved without unanimous voter Ordinance has been published/posted prior to second reading; see Attachment 3. ^ Other action requiring special notice: Notice has been given, see Attachment Summary Statement: As part of the effort to keep the City's .classification plan current, and in preparing for an upcoming recruitment, Human Resources and Fire Department staff reviewed and revised the classification specifications for Firefighter and :.Firefi~glteTLParamedic. Revisions were made to the e~ducafion, experience, and certification language to update the terminology used in the industry ,and to maintain overall consistency in the requirements. Minor revisions to the essential. duties and physical:demands and work environment were also made. Attachments to Agenda Packet Item: 1. Approval of the Resolution and amendment of the City's Classification Plan. 2. DISCUSSION: The classification specifications for Firefighter and Firefighter/Paramedic have been revised to provide for consistency in the two class specifications.. The education and experience requirements have been revised to require completion of an accredited firefighter academy or possession of a Firefighter I certificate:.Additionally, the minimum qualifications have been revised to note that previous fire fighting experience in a volunteer or paid capacity is highly desirable. Minimum qualification changes for Firefighter/Paramedic classification, in addition to what is noted above, include the requirement of one year of full time paramedic experience or equivalent medical experience, current certification as a paramedic in advanced life support, either through the National Registry Paramedic or State of California, maintaining local certification requirements, and accreditation in the County of Sonoma as an EMT-Paramedic within three months of date of hire. The EMT language on the Firefighter class specification has been revised to.reflect current teens used in the industry. As such, for Firefighter, the certification requirements include cun-ent certification as an Emergency Medical Technician, either through the National Registry EMT or State of California. Employees must maintain local certification requirements and become accredited in the County of Sonoma as an EMT within-three months of date of hire. Both classifications have been revised to require possession of a Class C driver's license at time of appointment and a Class B driver's. license within 36 months of hire. Minor revisions to the essential duties and physical demands and work environment were also made. These revisions ~b~etter reflect the minimum requirements Hof the positions, and allow the department to not only recruit and attract qualified Firefighters and.Fii.efighter/Paramedicshut also will maintain overall consistency between the language and requirements of a Firefighter and Firefighter/Paramedic aside from the different certification requirements. 3. FINANCIAL IMPACTS: Annual. salary for the Firefighter position is $85,258-.'16 and the annual salary for the Firefighter- Paramedic is $93,696:35. Duties: In a fire emergency, connect supply lines; control and extinguish fires, using various size hand- lines, deck ladders and portable: water monitors; connect foram eductors and apply foam and chemical for fire suppression aiid control. Search buildings and rescue victims from building and motor vehicles sometimes using .specialized power and hand tools;. use various hand and power tools to obtain entry to buildings, free trapped accident victims and provide ventilation. Provide emergency medical. care at the _basic life support: level, including initial patient and situation assessment, cardo-pulmonary resuscitation, and firauma emergency medical care. Prepare patients and assist Firefighter/Paramedics in advanced life support emergency medical care. Participate. in specialized rescue operations including: aerial; water, mlderground and confined space situations, including-the use of ri~g~ging acid shoring'. Contain, control, and decontaminate hazardous materials spills.
