BACKGROUND: Residents of the E Street at Ern Street.neighborhood have applied for a grant to plant 17 street trees within a one and a half block area, along City right-of--way that is maintained by individual property owners. They have worked in consultation with the City Tree Advisory Committee in order to assure proper tree choices for locations and correct planting procedures. The planting will be coordinated to take place on one day at the beginning. of October. 3. DISCUSSION: The grant is administered by the California ReLeaf 2009 Tree-Planting Grant Program,. in cooperation with the California Dept. of Forestry and Fire Protection. If application is made by a neighborhood group,. the Grant Guidelines require a government agency sponsor, in this case, the City of Petaluma. Since application submittal to California ReLeaf was.due by July 31, 2009, the City's Parks and Landscape Manager signed ,the sponsoring document qn behalf of the City, as required by the Guidelines. This resolution will ratify submission of the application and authorize City Manager to receive the funds. 4: FINANCIAL,IMPACTS: As expenses' are submitted to CalReLeaf, they will be reimbursed to the City. According to the Grant Guidelines (Attachment 3), in=kind donations and volunteer assistance are acceptable for the 1:1 matching dollar requirement. The itemized. budget included with the application (Attachment 2) reflects $783 in donated supplies, .and $1,782 in volunteer hours, a total of which satisfies the match ($2,565). 2. Our small neighborhood, located four blocks from the downtown, would like to aid in the issues of global warming, air quality and community forestry. Our one and a half block neighborhood looks forward to working closely with the direction and assistance of the Petaluma Tree Advisory Committee, who have proven success with tree planting projects. Our concentrated area of planting will be easily overseen and maintained by the dedicated group of neighborhood volunteers. This will all be accomplished with the City of Petaluma's sponsorship and support. Need and Expected Benefats to the Community: Unfortunately, many of the street trees in our neighborhood and community were removed or died. Some of the trees were not replaced and, in some cases, concrete replaced the trees. With all of the budget restraints of the City, new street trees are being limited to redevelopment areas only. Our older neighborhood is in need of replacing the much needed foliage that has been removed over time. The environment of our entire community will benefit from the trees and we hope that it will encourage others to take on similar projects. The added benefit is the beautification and improved air quality for us and for future generations. Nature and Level of Community Participation: The entire project (other than the concrete removal) will be done on a volunteer basis. We already have 28 volunteers (with more expected) signed up to plant trees and assist in any way possible. The Petaluma Tree Advisory Committee is offering their support and expertise. The City of Petaluma is sponsoring the project and the Petaluma City Public Works Department will be loaning us all the necessary tools and watering bags. Explanation of Expenses: Due to Sonoma County tax rates, the wholesale price of the trees will come to $58.00 each fora #15 size. This size is preferred by the professionals involved to give the trees the best chance of success. We will also need to remove concrete at three of the sites, as whole sections of front yards have been paved over. In Petaluma, we have heavy adobe soil, therefore soil amendments are vital. All the professional consultation and coordinating of the program will be done on a voluntary basis. Project Description: Location end Description of the Planting Sites: Our plan is to plant the street trees (with written permission from the city and the property owners) along "E" Street, between 6`h and 7~h Sheets, including three houses at the end of "E" Street, where it intersects. 6`h Street. The sites to be planted are currently bare of street trees and, at some locations, have been paved over with concrete. In the hot summer months, the concrete and barren areas radiate heat to the homes at the sites and nearby. Number, Size and Species of Trees: The plan is to plant 17--#15 trees. The types of trees planted will be taken from'the City Standards Planting Details, selecTree ~9 "E" Street Tree Planting Project (cont.) (http://seiectree.calpoly.edu) and the recommendations of the Petaluma Tree Advisory Committee. Large trees (growing a minimum of 30') will be planted in a111ocations, unless there is an issue with overhead high voltage utility lines. This is in order to benefit from the largest shade canopy possible. The owners will be able to choose from the following list of trees (pre-authorized per site by our consulting Landscape Architect): Acer rubrum (Red Maple) Koelreuteria `Paiculata' (Golden Rain Tree) Liriodendron tulipfere (Tulip Tree) Pestacia chinesis (Chinese Pistache) Platanus a. `Bloodgood' (London Plane/aka Sycamore) Quercus rubra (Red Oak) Ulmas `Frontier' (Frontier Elm) Under High Power Voltage.Utility Lines: Crataegus,phaenopyrum (Hawthorne) Lagerstroemia (Crepe Myrtle) Rhus Lancea (African sumac) Proposed'Method of Planting and Staking the Trees: The trees will be planted using the methods specified by the UFEI (www.ufei.or~/standards&specs.html). Some of the sites will require concrete removal at the planting site. Source of 'T'echnical Eacpertise: Tammara Norman, a Licensed Landscape Architect; the Petaluma Tree Advisory Committee; and the City of Petaluma Staff will be volunteering their time and expertise. The methods used are specified by the UFEI. Proposed Short-Term and Tong-Term NTaintenance Plans: The individual homeowners will be responsible for watering the trees and keeping the area weeded. The city of Petaluma will be loaning us watering bags for each tree. These bags will be filled per the recommendations of the UFEI and will remain in place for the first two years. Volunteers on the block will oversee that the trees are being properly maintained. Stake removal and pruning will be overseen by our Landscape Architect as will as other professional Landscape volunteers. Public: Awareness Program: The local newspaper, The Argus Courier, will be contacted to do an article on our project, indicating Proposition 12 funds and California ReLEAF program as the source of funding. A Proposition 12 sign (2'x3') will be posted at the site. Preference will be given to the planting of trees on ,public land that provide greater air quality benefits and to urban forestry projects that provide greater energy conservation benefits. Eligible Applicants: Incorporated nonprofit organizations and unincorporated community-based groups (with a sponsor) located in California may submit applications. Grant Funding: Grants are for costs associated with the purchase and planting of trees, and the maintenance of those trees during the grant period. Minimum/1Vlaximum Award: The minimum award is $'1,000. The maximum award is $7,500. Matching Fund Requirement: A cost sharing match of 1:1 is required. In-kind donations and volunteer assistance matching dollars are acceptable. Supporting documentation is required. Federal or state dollars cannot be used as the reported cost share. Application Deadline: Applications must be postmarked on or before July 31, 2009. Faxed or emailed applications will not be accepted. Grant Notification: Notification of grant award or denial will be mailed by September 11, 2009. Grant Period: Projects may be initiated upon execution of the grant agreement by the grantee and must be completed by February 26, 2010. Grant Payments: Payments are made on a reimbursement basis and will be for actual expenses incurred based on receipts. Grant recipients will be required to use their own operating funds to cover expenses until invoices are reimbursed by the State. Reporting: A final report, due March 5, 2010, is required. California ReLeaf s mission is to empower grassroots efforts and build strategic partnerships that preserve, protect, and enhance California's urban and community forests. This grant is made possible by the Safe Neighborhood, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 (the Villaraigosa- Keeley Act, or Proposition 12). Eligibility Eligible Applicants: Nonprofit organizations, incorporated and qualified under Internal Revenue Code SOl(c)(3), .and unincorporated groups (e.g., neighborhood associations, tree advisory boards, beautification commissions, etc.) are eligible to apply for funding under this program. Applicants that are not incorporated as nonprofit organizations must have an incorporated nonprofit organization or a public agency to act as the sponsor for the project. A sponsor is responsible for reviewing and .approving the project proposal, signing the grant agreement, monitoring the progress and completion of the project, and receiving and dispensing grant funds. Public entities, such as cities, counties, and school districts, may serve as a sponsor for a project, but may not apply for funds directly. Eligible Projects: Grants are for costs associated with the purchase and planting of trees, and the maintenance of those trees during the grant period, insuring the long-term viability of the trees. All of the following conditions must be met for a proposed project to be eligible for a grant: • A project must be located in an urban area or immediately adjacent to an urban area. • The project has a commitment for active participation from local volunteers. • The applicant has complied in all respects with all applicable local and county ordinances. • The applicant has entered into an agreement with the owners of the land to access the land for a minimum of three years. • The applicant has complied with all applicable state and federal laws and regulations, including the California Environmental Quality Act (CEQA). Ineligible Projects: • Any project designed to take the place of a regular or ongoing fiscal commitment to a program or project by a local government. • Planting trees that require maintenance such as: watering, fertilizing, exterminating, or controlling plant pests and diseases in order to survive, if no public or private entity has agreed in writing to provide such maintenance for at least two years after the planting is completed. • Projects that plant trees that will eventually conflict with overhead utilities or ground located infrastructure. ® Planting on federal or private land. 1 S The following are ineligible, unless proof of prior clearance under CEQA or a Negative Declaration is submitted with the p'rgposal: o projects in natural, wildland, or previously undeveloped urban settings; o projects on railway rights-of--way (public land located directly adjacent to railroad tracks);, o projects in riparian zones (within 100 feet of a stream, lake, or wetland). Eligible Costs: Z'he following dollar amounts are average .costs for the entire State. Actual costs for your location may be higher and will be considered for funding. If your actual costs exceed these averages, please explain in the narrative. ® 'frees and planting materials: o Total cost for each #15 or equivalent purchased tree is not to exceed. $55 per tree. #15 and smaller trees are the sizes being considered. o Total cost for planting and maintenance materials are not to exceed $20.00 per tree. Planting materials include: stakes, ties, and root collar protectors proportional to the number of trees being planted; wood chip surface mulch to conserve soil moisture and inhibit weed growth, soil amendments and fertilizers in areas of hard clay or sandy soil; soil where needed to complete backfill; watering tools; and hand tools. ® Administration and overhead costs (for non-profat applicants only) o A maximum not to exceed 10% of the total reimbursement. Administrative overhead costs include items such as payroll administration, human resources, computer support, and office support. ® Education o Purchase, development and distribution of education materials may be .funded, relevant to the scope of the proposed project. The maximum is not to exceed 5% of the total reimbursement. o Signage o Signs acknowledging Proposition 12 funds are required at each planting site. The construction and material costs are not to exceed $500. Have all required forms and data been submitted in the order and format requested? • Does the project meet the intent of the program? • Does the project respond to significant needs and conditions in the community? ® Are the costs for materials and services reasonable? ® Can good. quality results be expected from the proposed methods and processes? Are the objectives of the project realistic? • Are volunteers significantly involved in the project activities, and does the project contribute to building long-term support for urban forestry among community leaders and the general public? ® Does the applicant have the experience to carry out the scope of work proposed?
