EXECUTIVE.SUMMARY.
The Petaluma Police Department submitted a Request for Funding Proposal for the Sonoma-Marin Fair
Law Enforcement Services Contract., The contract was awarded to the Petaluma Police Department. The
contract provides for"reinibursement of costs in the amount of$29,844.85. The Fair. Board requires a
City Council resolution to completeahe,'c'ontract. It is recommended the Council adoptthe resolution.

2. BACKGROUND:-
The annual Sonoma-Maria-Fair-is considered one of the major events taking place in the Bay Area this
week, and is The largest event O take place in Petaluma, The 2001 event will be the 62nd annual The
fair for.5 days. The fair takes place on,the. Sonoma-Marin Fairgrounds; 68 acre facility. Recent
Fair attendance figures have.been relatively steady, with approx 61,000 attendees each year.
The primary- entertainment venue is the Budweiser Gardenway(Stage, featuring premier entertainers
every evening of the.fair Smaller, auxiliary stages are spread ,through out the grounds and provide a
wide variety of entertainment. The fair hosts a major carnival'', and features a variety of foods, alcoholic
beverages, commercial products; competitions open to the public' and livestock displays: There are
Destruction Derbys taking place at'the.racetrack on four days.
The Sonoma-Marin fair attracts a large. number of people to a.relatively small area. It is necessary to
provide high visible law'enforcement presence to prevent criminal behavior and apprehend violators.
The Sonoma County Sheriff's Office has held the fair contract for several years The Petaluma,Police
Department submitted the low bid this year and received the contract award. The Fair is held inside our
City limits. We take pride in again providing Police services during an event that is attended by
thousands of our citizens, We are more acquainted with potential problem ,issues and will act sooner to
prevent problems. 'We have the advantage of a dispatch center, broadcasting to Units working the Fair
and Units assigned to normal street patrol, which allows us to rapidly coordinate and respond to any
service calls in and around' the Fairgrounds. Our Supervisors and Administrators will be in town and
available to respond to any serious criminal or civil liability matters. The available work assignments
were posted and filled in less than four hours.
Sworn Officer Duties i Officers will be assigned to teams with a minimum of two officers per
team. Officers will conduct high profile patrols of the fairgrounds area. Most of the patrols will be on
foot, however up to four officers may use bikes each day. Officers will be primarily responsible for
preserving the peace: and safety for fair attendees This may include patrolling the entrance gates,
racetrack grandstands, music stages,livestock areas, carnivaland areas where alcohol is sold.

4. FINANCIAL IMPACTS:-
The"contract awarded will have.a,cost,to the City of Petaluma, which will be;reimbursed by the=Sonoma-
Marin.Fair. All personnel working'the fair will be working on an,overtime,basis. The contract.includes
compensation for supervisor overtime, pre-fair organizational efforts, meetings„ officer overtime,
dispatcher overtime, orientation for officers and dispatchers and a cost per police vefiicle, per hour. See
attached.RFPTor actual budget proposal.

According°to Department or Food and Agriculture;, Division of Fairs and
Expositions, Contracts. Department, the services outlined inthis,RFP•co
not have to°go to formal bid process because We are'seeking the services;
of a public agency. I-iowever, since two public agencies have expressed',
interest in performing Jaw enfOrcement duties at the 2001 Fair, the Board
• and fair management have determined that a competitive RFP process is
appropriate. '
The Board's decision to usethis process:for 2001 does not set precedent,
and in future years the Board may•choose the law enforcement'agency to

2. Fair Describtich •
• The annual Sonoma=Mann Fair, is considered' one of the major
events taking place, in the Bay Area on our event weekend, and is the
- largest event to take place in Petaluma The 2001. event will be the 62nd
annual. The fair runs for 5 days in June: The fair takes place on the
Sonoma-Marin :Fairgrounds, a 68 acre facility locateO in Petaluma just off
Hwy 101. 'Recent'Fair attendance figures have been relatively steady, with
• approximately 61-,000 attendees each year.
Sonoma-Marin Fair ,caters to an ethnically and :economically diverse
population, and provides a variety of attractions for that population. The
primary entertainment venue is the Budweiser Gardenway°Stage; featurinc
acts every evening affair. Smaller, auxiliary:stages are spread through out
the grounds and provide,a wide variety or entertainment. The fair hosts a
major carnival, and features a variety of foods, wine tasting, commercial
products and competitions;open to the public:and livestock displays. We

5. Right to Reject any grail Proposals
It is the policy of the:4'h DAA.not to solicit proposals unless there
is a bona fide intention to award a contract. Howeve •the 4`h DAA

B. OTHER.INFORMATION
1. Disposition of`Proposals
All materials submitted lin response'to this RFP will become the
property or the a`^ DAA. All proposals;•evaluations and scoring -
sneets'shall 'be-available for public inspection at the conclusion of
the committee scoring process and announcement of intent to
award. If an individual requests copies of.these documents, the 4m
DAA will assess a fee to cover duplicating costs. Documents may
• be returned only at the 4`h DAA's option and at the bidder's
expense. One copy of each bidder's proposal shall be retained for
official 4th DAA files.
• 2. Corifideritiaiity of Proposals
The 4'h DAA will hold the"contentsrofail proposals in confidence
until,.issuance of the Notice of the Proposed Award; once issued
and posted no proposal will be treated as confidential. However, if
a bidder maintains that certain information is proprietary, all
proprietary or other'legally_protected material must be identified at
the time•ofsubmitting'the proposal to"retain the claim of
confidentiality.
The materials may be used by the a"'DAA,to justify the awarding cr
not awarding of a contract if a protest is filed., The;4th DAA will not
be liable for inadvertently releasing confidential materials alth"ouch
the 4`h DAAwill use the best efforts to prevent-the release of said

3'. !Modification,orWithdrawal of Proposals
Any,.proposal which is-:received by the 4`h DAA before the time and
date set`for receipt of,proposals may be withdrawn or modified by
written request of the bidder. However, in order to be considered,
the modified proposals must be received by the time and date set
for receipt of;proposals in Part II.
A bidder.cannot withdraw or modi y a proposal after the due date
• and time for receipt of proposals and,:further, a big cannot be
"timed" toiexpire on a,:specific date. For example, a statement

B. Description:of Duties
The successful'bidder wiliwork closely with;fair management to insure the
fair is safe, while'maintaining a positive relationship with patrons. Specific
duties will be determined,jointly by fair management and law enforcement
representatives. However; specific job duties may include: observing patrons
•
as they enter the admission,gates, roving the grounds, ineiucing the Carnival;
patrollingithe beer booths, holding/and or arresting disorderly patrons;;gang
incident preventionr, guarding,Admission/Cash room; escorting Admissions
Supervisor to the Bank,niahtly, etc.

EVALUATION;,SELECTION AND SCORING PROCESS
•
Each proposal shall be evaluated`for.responsiveness to the 4th DAA's noels as
described in this RFP. This part describes the process the 4`h DAA will follow
When evaluating and scoring proposals and awardina the contract, if any is
awarded and contains;the,eXact scoring criteria to:be used During the
evaluation and selection process, the Committee rheywish to interview a birder
for clarification purposes only. The bidder will not be allowed to ask questions
concerning other bidders,,but only to respond to canfication questions from the
• Committee. Proposals.cannot be changed by the bidderarter the.time and date
designated for receipt. .
• A. EVALUATION AND;SELECTION•PROCESS
. In order to,obtain,the average score;for each bidder, the total
points-or':each revieNer will be added up for each bidder and the
result divided by the number of people on the Committee. The
proposer with the highest score wii[te- he successful bidder..
2. In the 'event of a tie in determining;the successful bidder, the tie wiil,
be broken by a toss of a coin by a member of the Committee and in •
the presence ofauthorized' representatives of the tied bidders.

services for similar events within our city. Over -fifteen years ago, the 4.

Currently our Patrol Division patrols' and responds to many different
venues; every weekend that attract thousands of people. In addition the
police department provides services annually for over 20 community
parades, 1'0 community fairs, and several large events.- Listed below are
some of the events, which require the police department to,provide proper
planning, various types ofapatrol methods, and;:dealing with large groups of•
people in various types of attractions;

The Petaluma Police Department exercises proper planning for all
events that occur with in our city, The Petaluma Police Department has
developed Operational Orders annually "which serve adequately as a
guide for personnel working an event or this nature. These Operations
Orders are revised regularly to,provide for the most.effective response and
service. Personnel assigned to provide services would be required to
attend an orientation session and daily briefings. This will ensure that
personnel are properly informed and trained•to"perform the services.of the
contract Attached you will find a. sample Operations Order for the

and daily schedules. Also attached is our Organizational 'Chart, and a

The Petalurria Police Department has a proven record of providing
professional Law Enforcement Services to organizations and at events in
our community: It is this experience and excellence that allows us to
assure that these services can be delivered as outlined in this proposal.
Our primary objective in working a special event is to provide a safe and
• pleasant' experience for patrons attending the event. In addition to this,
• we seek to deliver prompt, appropriate and effective Law Enforcement
services which resolve problems that threaten the safety of persons at the

• steady, with approximately 61,000 attendees each year The Fair hosts a major
carnival. and features a variety,of foods, Wine.tasting, commercial products and
competitions opemto the.public and livestock display..

To,preserve'the peace and security of those in attendance at this event.

The Petaluma Police-Department will provide Law Enforcement functions
on the grounds of the Sonoma-Marin Fair durina'the hours the Fair is open to the

- Personnel assigned,to the Sonoma-Mann Fair are much more familiar

Service Officers to they fair.; These are volunteers, who are generally
retired persons, that donate their time to the Department. They are
uniformed and well trained. They can provide assistance in unique ways
and provide a very,positive image of the personnel assigned to the fair.

abilities with local Fire and .Medical Personnel which will enhance
response times and delivery of services:, Personnel will also be able to
• _ monitor calls forservice directly outside th&fairgrounds. Personnel could
quickly respond to see• if it-is related to the fair operations and take
immediate and appropriate action„ Lastly;, personnel will have direct
communication with police=personnel that are patrolling the rest of the city.
Personnel:assigned to the fair can quickly direct:patrol.officers to'incidents
outside the fair and in cases! of emergencies, quickly inform and deploy
• officers.
