Subject: Rainier Avenue Interchange

Rainier Interchange is currently listed in the Regional Transportation plan (RTP) and the
Transportation Improvement Program (TIP) ashaving $32:5 million in committed funding from a local
source, meaning the city. This was done in 1995 yet the actual local source was not identified.
MTC is in the process of updating the RTP and needs to accurately depict the local funds committed
to this project. Could you please let me know the answers to the following questions by June 6, 2001.
1) Does the City of Petaluma currently have a source of local funds dedicated to the Rainier project?
2) If so how much and from what source?
When a project,is listed in the "committed" category of the RTP it is assumed no additional funds are
required to complete a usable segment of a project. If Rainier were to be "de-listed" from the
committed list it simply means no money is actually programmed to the project at this time.
MTC will carry the project forward from the 1998 RTP to the 2001 RTP unless they are provided
different direction from the City of Petaluma and/or the SCTA.They are seeking direction from either
the City Council or from;a'City official who is cognizant of the City's budget, CIP and public works
history. If there is no committed source of local money MTC is obligated to remove the project from
the TIP and the committed portion of the.RTP. If funds are committed for a specific component of the
project, that should be.identified.
Given that the SCTA has taken,no official position on this project, I am relying on Petaluma to provide
accurate informationito help clarify the status of funds for this project. Please contact Janet Spilman
