Page 1 of 2 Resolution No. 2026-018 N.C.S. of the City of Petaluma, California RESOLUTION AWARDING A CONTRACT FOR THE RAINIER AVENUE PAVEMENT RESTORATION PROJECT (C16102434) TO ARGONAUT CONSTRUCTORS, INC. WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162, and other applicable laws, City staff prepared bid documents and solicited bids for the Rainier Avenue Pavement Restoration Project (C16102434) (“Project”); and WHEREAS, in accordance with Government Code Section 830.6, Petaluma Municipal Code Section 3.04.065, and the February 2, 2026 memorandum signed by the Director of Public Works, Paul Kaushal, who has the authority and discretion to approve plans, specifications and designs for public works projects of the City of Petaluma, and has reviewed the plans, specifications and designs for the Rainier Avenue Pavement Restoration Project (C16102434), Mr. Kaushal has found in accordance with the memo attached to this resolution as Exhibit A that the project designs are reasonable based on: review of the site location, and the proposed configuration being supported by data from the Rainier Avenue pilot project, which demonstrated reduced vehicle speeds and elimination of injury collisions in the pilot segment since implementation; and the appropriateness of the Maria Drive roundabout given the intersection size and traffic volumes, and studies by the Federal Highway Administration and the Insurance Institute for Highway Safety supporting that roundabouts reduce conflict points, slow vehicle speeds, and reduce the frequency and severity of collisions; and WHEREAS, a Notice Inviting Bids for the Project was advertised on December 10, 2025, and six (6) bids were received and opened on January 14, 2026, in accordance with applicable law; and WHEREAS, Argonaut Constructors, Inc. submitted the lowest responsive and responsible bid in the amount of $2,884,048; and WHERAS, City staff has confirmed that Argonaut Constructors, Inc. satisfies all bidding requirements for the Project and possesses a valid California Contractor’s License, Class A #171432, qualifying them to perform the required work; and WHEREAS, no protests to the bid were received, and the deadline to file a protest has lapsed; and WHEREAS, the project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to Article 19, Sections 15301(c) of the CEQA Guidelines, as it involves the repair, maintenance, and minor alteration of public facilities, including streets, with negligible or no expansion of use; and WHEREAS, this project is also categorically exempt under CEQA Guidelines Section 15304 (Minor Alterations to Land) for minor trenching/grading and drainage/curb improvements within previously disturbed public right-of-way that do not involve removal of healthy, mature, scenic trees; and WHEREAS, City Council previously approved a project budget for the Project, and an updated project budget reflecting refined cost estimates will be brought forward for City Council consideration as part of the City’s upcoming mid-year budget update. Finds the above recitals to be true and correct and incorporates them as findings of this Resolution. 2. Finds the project to be categorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities) and Section 15304 (Minor Alterations to Land) for minor trenching/grading and drainage/curb improvements within previously disturbed public right-of-way that do not involve removal of healthy, mature, scenic trees. There are no exceptions pursuant to CEQA Guidelines Section 15300.2 that would make this item ineligible for an exemption as the project implements tested pilot conditions with documented safety benefit; there is no reasonable possibility of a significant environmental effect beyond those typical of street rehabilitation projects; the project does not increase vehicle capacity or induce traffic growth, and observed conditions show no congestion-related spillover effects; and the project does not involve hazardous materials or alter historic resources or scenic highways. 3. Awards the contract for the Rainier Avenue Pavement Restoration Project (C16102434) to Argonaut Constructors, Inc. in the amount of $2,884,048, the lowest responsible and responsive bid, conditioned on Argonaut Constructors, Inc.’s timely execution of the project contract and submission of all required documents, including but not limited to executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Authorizes and directs the City Manager, or designee, to execute the project contract on behalf of the City of Petaluma, and to take any actions necessary to administer the contract. 5. Directs staff to issue the Notice of Award and Notice to Proceed upon the contractor’s timely compliance with submittal requirements. Under the power and authority conferred upon this Council by the Charter of said City.
