Page 1 of 2 Resolution No. 2026-020 N.C.S. of the City of Petaluma, California RESOLUTION ACCEPTING COMPLETION OF THE FY 2024-25 CITYWIDE ON-CALL STRIPING AND SIGNAGE CONTRACT BY BAYSIDE STRIPE & SEAL, INC., AUTHORIZING RELEASE OF RETENTION, AND AUTHORIZING EXECUTION OF A NEW CONTRACT FOR FY 2025-26 THROUGH FY 2026-27 WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter, Section 20162 of the California Public Contract Code, and other applicable law, City staff solicited bids for the Citywide On- Call Striping and Signage Project; and WHEREAS, on April 8, 2024, by Resolution No. 2024-028 N.C.S., the City Council awarded the FY 2023–24 Citywide On-Call Striping and Signage contract to Bayside Stripe & Seal, Inc., the lowest responsive and responsible bidder, with competitively bid unit pricing and an annual not-to-exceed amount of $600,000; and WHEREAS, the bid documents specified a one-year initial term with optional one-year extensions of up to three years, allowing the City to execute new contracts annually under the same unit prices; and WHEREAS, the initial FY 2023–24 term included award and administrative setup, and substantive work began in FY 2024–25 under the first annual term of the contract; and WHERAS, under the FY 2024–25 term, Bayside Stripe & Seal, Inc. completed pavement-marking and signage improvements at multiple locations throughout the City, including D Street, Fifth Street, Fairgrounds Drive, Sunnyslope Avenue, and other corridors supporting the City’s Safe Streets and Vision Zero initiatives; and WHEREAS, total work performed under the FY 2024–25 term amounted to $516,915.50, with $51,691.55 retained in accordance with the California Public Contract Code; and WHEREAS, all FY 2024–25 work has been completed to the satisfaction of City staff and in accordance with contract specifications; and WHEREAS, in accordance with Government Code Section 830.6, Petaluma Municipal Code Section 3.04.065, staff with the discretionary authority to review and approve found the plans, specifications and designs for this action reasonable; and   WHEREAS, in accordance with Government Code Section 830.6, the project was constructed in conformity of the plans approved by staff with the discretionary authority to review and approve the plans; and WHEREAS, additional work commenced in early FY 2025–26 consistent with the contract’s multi-year structure and within the annual $600,000 not-to-exceed authorization; and WHEREAS, due to administrative scheduling and workload priorities, staff did not return to the City Council in mid-2025 to process the FY 2025–26 contract; and WHEREAS, the City Council now desires to ratify the FY 2025–26 contract and authorize a subsequent extension through FY 2026–27, thereby maintaining program continuity under the competitively bid terms and keeping the contract current within its originally authorized framework; and Docusign Envelope ID: 8518CA7D-FFC9-4EE8-AF46-3F645F3FBE7E Resolution No. 2026-020 N.C.S. Page 2 of 2 WHEREAS, in accordance with Article 6 of the construction agreement, Bayside Stripe & Seal, Inc. shall provide new performance and payment bonds for the FY 2025-26 and FY 2026–27 term; and WHEREAS, the On-Call Striping and Signage contract was previously determined categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Existing Facilities), and acceptance of completion and contract extension are administrative actions not constituting a separate project under Section 15378(b)(5). NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Finds that the above recitals are true and correct and are incorporated herein as findings of this Resolution. 2. The City Council hereby accepts completion of the FY 2024–25 Citywide On-Call Striping and Signage Contract by Bayside Stripe & Seal, Inc., in the amount of $516,915.50, and authorizes release of the $51,691.55 retention in accordance with the contract and applicable law. 3. The City Council hereby authorizes execution of a new contract with Bayside Stripe & Seal, Inc., that (a) retroactively approves the work performed in FY 2025–26, and (b) establishes a contract term extending through FY 2026–27, with an annual not-to-exceed amount of $600,000, consistent with the unit prices and extension options. 4. The City Manager, or designee, is authorized to execute all documents necessary to implement this Resolution, including but not limited to contract extensions, notices to proceed, and acceptance of performance and payment bonds for the extended term. Under the power and authority conferred upon this Council by the Charter of said City.
