SUBJECT: Resolution.Authorizing the City Manager to Execute Amendment No 2 to the Professional Services Agreement for Design Services for the Recycled Water Pump Station Main and No.1 Improvements Project RECOMMENDATION It is recommended that'the City Council adopt the attached Resolution authorizing-the City Manager to execute Amendment No 2 to the ProfessionalvServices Agreement for design services to ArcSine Engineering, Inc. for the Recycled Water Pump Station Main and No:1 Improvements project. • BACKGROUND The City 01-Petaluma's,recycled water system was constructed in 1981 and expanded in 2009 with the completion of the Ellis Creek Water Recycling Facility(ECWRF);for tertiary treated wastewater. The system consists of four pump stations and 12 miles of pipelines which currently supplies water to over 850 acres of land. The system currently conveys secondary recycled water from the oxidation ponds,at Lakeville Highway to agricultural land for irrigation of vineyards, golf courses and agricultural lands. The tertiary portion of the system provides irrigation and plant processing water to.the ECWRF. Duringthe dry,--weather season, May 1 — October 31, the City is restricted from discharging into the Petaluma River and disinfected —4 secondary water from the oxidation ponds is distributed.to recycled irrigation customers. Recycled water accounts for upito 48%of the City's total annual effluent. On December 20, 2010, the City Council awarded a Professional Design Services Agreement to ArcSine Engineering, Inc.,(ArcSine) for the Recycled Water Pump Station Main and No.1 Improvements project. (Resolution No. 2010-222 N.C.S.) Amendment No. 1 t extend,the,tertn of the agreement from December 31,2011;to December 31, 2012 was executed on February23, 2012. Agenda Reviel:: - City Attorn- V . Finance Director City Manager • DISCUSSION - The proposed;action'will allow'a,modification of theproject_:approach to accelerate the development of tertiary treated recycled water use within Petaluma city limits, including an increase in the amount of"potable water.offset?' credits, while improving delivery to existing • agricultural users. The project will increase financial stability by eliminating the cost of maintaining and operating bothithe secondary and tertiary recycled water systems by allowing the secondary system to be shutdown. Staff evaluated the efficiencies of operating two recycled water systems (secondary and tertiary) versus a single tertiary system•and concluded that the City's recycled water'goals and the needs of all recycled water customers can be better serviced by a single system. This advancement obviates certain capital projects conceived to maintain two systems and'places into full operations elements of the mew Ellis Creek facility that have yet to be fully utilized. Earlier this year, City engineering, operations and maintenance staff assessed the entire recycled water system operations and concluded that both the secondary and tertiary systems,should be combined for overall efficiency of plant operation, maintenance and disposal of treated water. This re-alignment reduces costs toithe Wastewater Funds by removing one of the two currently operated systems and utilizes the Urban Recycled Water(URW) components'ofthe ECWRF as the single producer of recycled water. While always planned to eventually convert the recycled system to tertiary water produced by the URW, the subject project will accelerate that process without impacting current agricultural users. The revised scope of work:incorporates the. necessary modifications to shift operations fully to the URW and provides improvements not originally•included in the project to the chlorine contact basins, and provides a means of draining the recycled water mains and storage basin. The Recycled Water Pump Station Improvements project involves mechanical, electrical and instrumentation improvements to the Main Pump Station and Booster Pump Station No 1. Work includes upgrades to existing electrical and mechanical systems to handle the design flows; and integrates the pump stations with the instrumentation systems at the Ellis Creek Water Treatment Facility. The existing electrical equipment and control systems'of these pump stations have been operating for over 30 years and.have.become'unreliable. Staff recommends the re-scoping to this project and execution of Amendment No. 2 to'ArcSine in'the amount..of.$97,000 for design phase services. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits" and "Improve and enhance fiscal stability and'sustainability." FINANCIAL IMPACTS The total budget fof this'project (C66400902) is $3,341,000 for FY 12/13. This amendment will increase the design services agreement by$97,000;• The revised construction cost estimate for the revised project is estimated at $1,900,000, $354000below the original project construction estimate. The overall savings to the project is approximately$257,000, including the additional • 2 • the City will save an estimated,$72,300 per.year in reduced power'costs for pumping and reduced labor for lab,operations and maintenance. (ArcSine) for design services; and WHEREAS, the design commenced in February 2011 and proceeded to 95% design; and WHEREAS, City Staff conducted an assessment of the entire recycled:water system operations; and WHEREAS, the proposed project modifications reduce costs to the Wastewater Funds by removing one of the two current operations systems and utilizes the Urban Recycled Water ' Pump Station as the single producer of recycled water; and WHEREAS, staff recommends the,City execute a professional services agreement with ArcSine for electrical design services.:for the Recycled Water Pump Station Improvements Project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. In the course of evaluation,preliminary design, and 95% design,•project stakeholders determined that certain additions.and changes were warranted to achieve the following goals: 1. Provide adequate overall,lifespans of the facilities, without-major."mid-term" projects. 2. Correct additional problems discovered. 3. •Capture construction'cost.economies by constructing closely related improvements in conjunction with this project, ratherthan deferring for a shorhinterval. 4. The'WRF.Urban Recycled Water system consists of the lmg on site Recycled Water• • Basin, the No 3 Water Pump Station for in-plant and future,off site demands, and the URW pipeline for future=conveyance to off site demands The No 3 Water Pump Station consists of two duty;and one standby verticalturbine can pumps, and one skid-mounted, engine-driven, vertical turbine fire pump. Two'of the pumps are constant speed.and thethird pump isVFD-controlled. Space is provided for an additional motor-drivempump. - b. Since the off site reservoir has not yet been constructed, the demand on the pumping station is less than the capacity of a single pump. Accordingly, the pump station operates in"Pressure Control Mode," and allows:only the VFD-controlled pump to run'in AUTO mode. This,single pump is operating at a reduced speed, at less than ideal efficiency., Furthermore, undercurrent conditions, failure of the VFD-driven pump or VFD would require an operator to manually run a constant-speed pump to supply 3-water to the plant until the VFD-driven pump can be brought back online. c. Furthermore, in the course of optimizing the project; it.was,decided to use Plant No. 3 water as the sole,source of off-site recycled water, thereby, removing Main Pump Station and Booster.Pump Station No 1 from this work. To,serve in this capacity, and to ensure,reliability to meet in-plant demands, station improvements are needed. 2.
