On two occasions, staff previously sought funds to make these improvements, and is now pleased to announce . BACKGROUND: The elementary schools chosen for this project are located in the older residential neighborhoods of Petaluma where sidewalks more frequently lack continuity and have increased line-of--site issues, due to a combination of mature and overgrown vegetation and rolling terrain. Commuting elementary students in the areas of Grant, McNear and Mary Collins schools, must frequently negotiate the street and moving traffic when sidewalk paths begin and end intermittently. The. proposed project improvements were generated from engineering recommendations contained in the City of Petaluma's approved 2005 Safe Routes to School Plan for each school specified. The Plan and .subsequent project application for this grant were developed by the City in partnership with the Petaluma City School District, Petaluma Police Department, and the Petaluma Pedestrian and, Bicycle Advisory Committee. 3. DlscussloN: If approved, this project will allow he City to construct sidewalk, ramps, and crosswalks; widen pathways; and install. signage and pavement markings for bike routes and paths within 1000' of Grant, McNear and Mary Collins Elementary Schools. These improvements will not only increase safety for existing users, but hopefully, encourage others to walk and bike to school, shopping, work, and recreational activities. Following Council approval and Caltrans authorization to proceed with design, staff will prepare a request for proposals to select a designer. It is expected that construction will begin in Summer 2010. If this project is not approved, staff will decline the State-funded Safe Routes to School funding, and the 2005 Safe Routes to School Plan for Grant, McNear, and Mary Collins Elementary Schools will remain unimproved until adequate funding is identified. 2 C:'~,Documents and Settings~spimsle~"Local Settings'~,Temporary Internet Files`~.Goi~tent.Outlook'~FV740X7S`•,2009 09 21 Accept Grant.doc 4. )[+INANCIAL IMPACTS: Staff has applied for and been approved to receive $519,030 of Cycle 8 State Safe Routes to School (SR2S) Program funds to create a safer pedestrian and bicycle commute to and from each of the specified school locations. The SR2S Program will fund 90% of design, environmental, construction, and construction management for eligible projects. The requested $71,511 is estimated to meet the required 10% match, plus pay the City's overhead. The match is to come from the Gas Tax funded Street Maintenance Fund operating budget. The requested. improvements for this project have been identified in the 2005 Safe Routes to School Plan. Following is an estimate of the total project cost. The estimate will be further refined during the project development process. If additional funds ,are required, a future resolution will be brought to Council. NOW,- THEREFORE, BE IT I2ESOL,VEID that the City Council of the City of Petaluma hereby: 1. Accepts, the Cycle 8 State Safe Routes to School Grant; and 2. Amends the. Fiscal Year 2009-10 Adopted CIP Budget to include the State Safe Routes to School Project 016101005; and 3. Authorizes a budget transfer in the amount of $71,511 from the Street Maintenance Fund operating.; budget. to Project No. C T 6.101005; and 4. The following project(s) has been approved for funding under Cycle 8 of the State-legislated Safe Routes to School (SR2S) Program. [City of Petaluma; Grant, McNear; and Mary Collins Elementary Schools; $519,030; 2008109 Fiscal Year] One hundred and six. project applications were selected out of the 455 applications submitted. Funding for Cycle 8 covers Fiscal Yeaz (FY) 2008/09 and FY 2009/10 with $24.25 million available in each f scal yeaz. Each district selected their highest scored projects' with the earliest delivery schedule up to their funding target from the $24.25 million approved in FY 2008109. The remaining selected projects will be funded after SR2S Program funding is made available from the FY 2009110 budget. All projects included in Cycle 8 will be funded with State Highway Account funds. If your project is to be funded in FY 2008109 we encourage to youto submit your Request for Allocation immediately. If yourpi•oject is to be funded in FY 2009/•10, you may submit your Request for Allocation only after the FY 20091 TO funding is available. As an incentive to expedite delivery, agencies with projects to be funded with FY 2008!09 funds that do not submit their Request for Allocation by November 30, 2009 may risk their funds being exchanged with agencies awarded FY 2009/10 funds for projects that are ready to start.
