Recommendation: It is recommended that the City Council take the following action:
Adopt the resolution approving. submittal of an application to the. Bay Area Air Quality Management District
(BAAQMD) fora 2009/2010 Bicycle Facility Program Grant for the Petaluma Various Class III Bicycle Routes
Project; and authorizing City Manager to receive the funds and to execute all required documents.

Summary Statement:
The. Bay Area Air Quality Management District has allocated $600.,000 towards the 2009/2010 Bicycle Facility
Program (BFP). The goal of the program is to fund projects that will reduce on-road motor vehicle emissions. In
order to be eligible for BFP funds, the project must be identified in an adopted countywide bicycle plan. Due to
the small window between grant notice and deadline dates, staff has already submitted the grant application, but
will need City Council approval prior to accepting it.

FUNDS AND TO EXECUTE ALL REQUIRED DOCUMENTS
RECOMMENDATION:
Adopt the resolution approving submittal of an application to the Bay Area Air .Quality
Management District (BAAQMD) fora 2009/2010 Bicycle Facility Program. Grant for the
Petaluma Various Class III Bicycle Routes Project; .and authorizing City Manager to receive
the funds and to execute all required documents.
2. BACKGROUND:
In 1996; the California State :Legislature. authorized the .Bay Area Air Quality Management
District (BAAQMD) to impose a $4 surcharge on motor vehicles registered within the San.
Francisco Bay Area, :in order to fund projects that reduce on-road motor vehicle emissions.
The Air Disfret has allocated. these funds: to its Transportation for Clean Air (TFCA) program
to fund eligible projects. Forty percent (4'0%) of the. TFCA. funds are distributed by
designated agencies within each Bay Area county. Sixty percent (60%) of the TFCA funds
.are awarded directly by the Air District. through a competitive grant program known as the
Regional Fund which includes the Bicycle .Facility Program (BFP).
An estimated $"600,,000 is available for 2009/2010 BFP projects, with a minimum request of
$1-0,000 and a maximum request of $120,Q00 per applicant. ,Application submittals in the past
have exceeded the available; grant funding and were awarded by a lottery system. A lottery is
expected to -occur again in ,this funding cycle.
3. DlscussloN:
The City received notification on July 2.9; 2009 that the BFP Call for.Projects would begin on
July 3.0, 2009. However,. the deadline for submitting applications was September 14, 20.09.
Due to the tight application window, an informed recommendation could not be made to City
Council prior to the deadline. Subsequently,. BAAQMD informally announced that applicants ,
can submit a formal resolution within.two weeks of submitting an application.
Staff has submitted an application for the Petaluma Various Class III Bicycle Routes Project
to meet the September 14, 2009 deadline. If funded, the project. will complete 14 segments of
Class III bicycle routes, :as .adopted by the 2003 Sonoma County Transportation Authority
Countywide Plan. The work includes placing signs and legends to designate the bike route.
Staff has verified that theproposed routes .are still consistent with t_he 20,25 City of Petaluma
Bicycle Plan.

4. FINANCIAL IMPACTS:
The City of Petaluma is requesting $105,062 for design and construction of the project.
Design will be completed in-house, with construction and inspection completed by Public
Works crews. All direct billing for design and construction are eligible for 100%
reimbursement. Grant .administration, accounting and overhead are not reimbursable under
this program. No other funding is foreseen to be needed on this project. The estimated
breakdown of billing is as follows:
Design $ 8,755.00
Construction $ 87,552.00
Construction Management $ 8,755.00
Total $ 105,062.00
If successful, the project must commence in 2010. Projects must be completed and funds
expended by December 3I, 2012.

WHEREAS, the Bay Area Air Quality Management District. (BAAQMD) provides state
funds for city and county projects that reduce on-road motor vehicle emissions through the
Bicycle Facility Program (BFP); and
WHEREAS, as stipulated in the grant requirements, the proposed bicycle routes in the
Petaluma Various Class III Bicycle Routes Project have been identified in the adopted
countywide bicycle plan; and
WI~EREAS, to meet the September 14, 2009 filing deadline, City staff has submitted an
application for $105,062 in BFP grant funding, which, if awarded, will be sufficient funds for the
entire project; and
WHEREAS, the BAAQMD requires a formal resolution approving the grant application
within two weeks of submission; and
WHEREAS, if selected, the City of Petaluma will enter into an agreement with the
BAAQMD to complete the project.
NOW, THEREFORE, BE TT RESOLVETD that the Petaluma City Council hereby:
1. Approves submittal of an application to the BAAQMD for a BFP grant, in the amount of
$105,062, for the Petaluma Various Class III Bicycle Routes Project; and
2. Authorizes the City Manager to receive the funds and to execute all required documents.
