HomeMy WebLinkAboutResolution 2012-113 N.C.S. 07/16/2012 Resolution No. 2012-113 N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT FOR DESIGN SERVICES FOR THE RECYCLED WATER PUMP STATION MAIN AND NO.1 IMPROVEMENTS PROJECT WHEREAS, on December 20, 2010, City Council authorized execution of a professional design services agreement with ArcSine Engineering, Inc. (ArcSine) for design services; and WHEREAS, the design commenced in February 2011 and proceeded to 95% design; and WHEREAS, City Staff conducted an assessment of the entire recycled water system operations; and WHEREAS, the proposed project modifications reduce costs to the Wastewater Funds by removing one of the two current operations systems and utilizes the Urban Recycled Water Pump Station as the single producer of recycled water; and WHEREAS, staff recommends the City execute a professional services agreement with ArcSine for electrical design services, for the Recycled Water Pump Station Improvements Project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. Authorizes the City Manager to sign the attached Amendment No. 2 to the Professional Services Agreement for Design Services with ArcSine in support the Recycled Water Pump Station Main and No.1 Improvements Project in the amount not to exceed $97,000. Under the power and authority conferred upon this Council by the Charter of said City. THE AGREEMENT entered into and effective as of January 10, 2011, by and between the City of Petaluma, a municipal corporation and a charter city (hereinafter referred to as "City") and ArcSine Engineering, Inc. (hereinafter referred to as "Consultant") is hereby amended as follows: I. The following sentence is added to the end of Section 1, "Services," In addition to the services described in Exhibit A, Consultant shall provide the additional services described in Exhibit A-1 attached hereto. 2. In the course of evaluation, preliminary design, and 95% design, project stakeholders determined that certain additions and changes were warranted to achieve the following goals: I. Provide adequate overall lifespans of the facilities, without major "mid-term" projects. 2. Correct additional problems discovered. 3. Capture construction cost economies by constructing closely related improvements in conjunction with this project, rather than deferring for a short interval. 4. A critical evaluation process concluded that the City's best course of action for disposal of plant effluent (during periods where river discharge is not permitted) is to convey tertiary treated water. This approach also meets the objective of being responsive to needs of recycled water customers. This Scope Amendment is organized under the following major headings: A. MAIN PUMP STATION (4.3) B. BOOSTER PUMP STATION NO. 1 (4.1) C. BOOSTER PUMP STATION NO. 2 (4.2) D. HYDRANTS (TURNOUTS) (4.4) E. BROWN'S LANE PRV F. NO. 3 WATER PUMP STATION G. URW PIPELINE A\ , 4 H. OUTFALL CHEMICAL FACILITIES I. POLISHING.PONDS PUMP STATION J. PROJECT OVERALL K. PROGRAMMING (4.7) L. SERVICES DURING CONSTRUCTION (4.9) A. MAIN PUMP STATION (4.3) I. New Building a. During investigations, it was determined that the existing building is in poor condition, and it has a limited lifespan. The building is also subject to flooding. It would thus be illogical to install all new equipment inside this building. b. The revised Scope includes the following: i. Design demolition of the existing building. ii. Specify a new, prefabricated building. iii. Design new FIVAC systems. iv. Specify that structural drawings and calculations for the new building itself be provided by the building supplier during construction. 2. Structural Engineering Structural engineering is by others. Coordinate drawings and requirements among disciplines. 3. Rehabilitate Station Discharge Piping And Valves a. The discharge piping system is in need of rehabilitation. Perform the following: i. Coordinate pipe ultrasonic testing. ii. Perform a field valve-by-valve inventory with City staff. iii. Design valve replacements. Design related piping changes. iv. Write specifications for pipe preparation and painting. 1\54\1 a 4. Revise Pumping Arrangement a. Evaluate, demolish pressurization pump. The pressurization pump does not appear to perform a necessary function. i. Confirm this by evaluation of pump curves and VFD operation. ii. Design demolition of the pump. iii. Design demolition of pump concrete base and refinish. iv. Define controls which achieve the pumping objective without the pump. b. Main pump station will be removed from the Recycled Water distribution system, and its new function will be to recycle water from the CCB to Pond 1. i. Use three pumps only. ii. Design soft starters for pumps to remain. iii. Revise controls to accommodate soft starters. iv. Revise valving. v. Provide a discharge point to the ponds. 5. Station/CCB Area Lighting a. Relight the CCB/Main outdoor area. Replace receptacles. Add new receptacles where desired by City staff. 6. Instrumentation a. Replace pressure transmitter. Add low-level float switch. Provide installation detail. 7. Monitor Sodium Hypochlorite Mixer a. In the vicinity of Main Pump Station is the sodium hypochlorite mixer, which is standalone. b. Investigate, and design modifications to add status monitoring. 8. Intrusion and Fire Monitoring a. Add intrusion monitoring, with hardwired override timer. Add smoke/heat detection. This will be consistent with provisions recently added to the City's `C' Street Pumping Station. 9. Other Improvements a. Rehabilitate sample pump power connections. Add monitoring. b. Replace/install grates at the CCB and outfall structure. c. Remove pedestal, manual operator, and gates at Gates 7 and 8. d. Demolish Pond 10 stilling well. e. Investigate and demolish washdown pump and control panel. f. Refeed gate G-1 I from the Chemical Building. B. BOOSTER PUMP STATION NO. I (4.1) 1. Station Improvements a. Provide a design of comprehensive station improvements including electrical, mechanical, I4VAC, and instrumentation and control systems. b. Participate with the City in meetings/workshops to decide the optimal way to convey recycled water off site. The result was to abandon this pump station. c. Remove the station from the Recycled Water system. C. BOOSTER PUMP STATION NO. 2 (4.2) I. Replace Selected Valves a. Valves are in need of replacement. Perform the following: i. For valve replacements, perform a field valve-by-valve inventory with City staff. ii. Design replacements of pump discharge check valves and isolation valves. Design related piping changes. 2. Evaluate, Demolish Pressurization Pump a. The pressurization pump does not appear to perform a necessary function. i. Confirm this by evaluation of pump curves and VFD operation. ii. Design demolition of the pump. iii. Design demolition of pump concrete base and refinish. iv. Define controls which achieve the pumping objective without the pump. 3. Replace HVAC a. To meet lifespan expectations, replace the existing HVAC system. Design ducting. 4. Intrusion And Fire Monitoring a. Add intrusion monitoring, with hardwired override timers at each station. Add smoke/heat detection. This will be consistent with provisions recently added to the City's `C' Street Pumping Station. D. HYDRANTS (TURNOUTS) (4.4) I. Delete from the project. (New CIP projects established in CIP12/13 cover replacement of hydrants over 3-year period.) E. BROWN'S LANE PRV L Add pressure instrumentation and radio telemetry. 2. Design photovoltaic or commercial power. F. NO. 3 WATER PUMP STATION 1. Background a. The WRF Urban Recycled Water system consists of the Img on site Recycled Water Basin, the No. 3 Water Pump Station for in-plant and future off site demands, and the URW pipeline for future conveyance to off site demands. The No. 3 Water Pump Station consists of two duty and one standby vertical turbine can pumps, and one skid-mounted, engine-driven, vertical turbine fire pump. Two of the pumps are constant speed and the third pump is VFD-controlled. Space is provided for an additional motor-driven pump. b. Since the off site reservoir has not yet been constructed, the demand on the pumping station is less than the capacity of a single pump. Accordingly, the pump station operates in "Pressure Control Mode," and allows only the VFD-controlled pump to run in AUTO mode. This single pump is operating at a reduced speed, at less than ideal efficiency. Furthermore, under current conditions, failure of the VFD-driven pump or VFD would require an operator to manually run a constant-speed pump to supply 3-water to the plant until the VFD-driven pump can be brought back online. c. Furthermore, in the course of optimizing the project, it was decided to use Plant No. 3 water as the sole source of off-site recycled water; thereby, removing Main Pump Station and Booster Pump Station No. 1 from this work. To serve in this capacity, and to ensure reliability to meet in-plant demands, station improvements are needed. 2. Add A Jockey Pump a. Add a VFD-driven jockey pump better matched to in-plant demands. Add strainer, matching existing. 3. Replace Across-The-Line Starters a. For the two existing pumps with across-the-line starters, replace with VFDs. IN/Ctk. 4. Revise Discharge Valves a. Revise pressure regulating/relief/sustaining valves if needed to ensure that off site demands do not starve in-plant uses. 5. Instrumentation a. Add flowmeter and pressure instruments. G. URW PIPELINE 1. Design a permanent extension of the Urban Recycled Water (URW) pipeline. Design will include: a. Excavation and shoring for the new underground URW pipeline and valves. b. Construction sequencing. c. Connection of the URW pipeline to the distribution system in the vicinity of Booster Pump Station No. 1. Provide a drain/flushing connection to Pond I.. d. New valves in the URW pipeline to isolate pumping systems. e. Flowmeter and vault. H. OUTFALL CHEMICAL FACILITILES 1. The chemical facilities in support of the Petaluma River outfall have a number of vulnerabilities. Correct the following: a. Replace the existing, aging MCC. b. Add a new generator and transfer switch. c. Feed G-1 1 from the new MCC, and provide monitoring of 0-11 to the PLC. d. Relocate and replace chemical pumps and motor control. e. Relocate and replace selected chemical pump piping. f. Close off an existing doorway that causes flooding in the space. g. Design installation of a new roll-up door. h. Design installation of louvers. i. Replace the Chlorvac unit. j. Design a small roof structure over chemical equipment. I. POLISHING PONDS PUMP STATION 1. Add turbidity monitoring. l J. PROJECT OVERALL L Cost Estimating a. Expand and update the construction cost estimate (including cost evaluation of selected alternatives). 2. Specifications a. In support of the work above, add the required Specifications. 3. Drawings a. In support of the work above, add the required electrical, instrumentation, mechanical, and structural drawings. 4. Submittals a. Because many items have been added to the project, two additional submittals are required to allow for City review prior to publishing final documents. K. PROGRAMMING(7.0) 1. Programming for Tertiary recycled water delivery and other all design modifications will be scoped and performed under a separate agreement after project has gone to bid. L. SERVICES DURING CONSTRUCTION (9.0) a. Delete Services During Construction.
