Page 2 of 2 Resolution No. 2026-027 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY OF PETALUMA TO ACCEPT THE STATEWIDE ACCESS FUND ADMINISTRATOR / GCAP SERVICES, INC. ACCESS FOR ALL PROGRAM GRANT AWARD OF $150,000 TO SUPPORT ON-DEMAND WHEELCHAIR ACCESSIBLE VEHICLE SERVICE AND AUTHORIZING THE CITY MANAGER (OR DESIGNEE) TO EXECUTE AND ADMINISTER THE AGREEMENT WHEREAS, the California Public Utilities Commission (CPUC) established the Access for All Program under SB 1376 (Hill, 2018) to improve the accessibility of on-demand transportation services for persons with disabilities, including wheelchair users; and WHEREAS, GCAP Services, Inc. serves as the Statewide Access Fund Administrator (SAFA) for counties without a Local Access Fund Administrator (LAFA) and administers Transportation Network Company (TNC) Access for All Program funds; and WHEREAS, the City of Petaluma through Petaluma Transit is the Access Provider under SAFA Access for All Program Funding Agreement; WHEREAS, SAFA intends to allocate Access Funds to the City in an amount not to exceed $150,000 to assist with eligible Wheelchair Accessible Vehicle (WAV) expenses as defined by CPUC decisions and the funding agreement from March 1 2026 through February 28, 2027; and WHEREAS, the City intends to use Access for All grant funding towards FY 2025-26 operations of LumaGo on-demand microtransit service; and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that accepting a grant does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment; and WHEREAS, if this action was a “project” it would be exempt under the commonsense exemption as the funds will be used to support LumaGo which helps reduce vehicle trips, and this action is also be exempt under CEQA Guidelines Section 15301 as these funds will be used to support an existing program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Accepts the SAFA/GCAP Access for All Program grant award under the Funding Agreement in an amount not to exceed $150,000. 2. The proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that accepting a grant does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. But likely consists of the operation, maintenance, and/or minor alteration of existing public facilities, including facilities of publicly-owned utilities used to provide public transit services, and involves Docusign Envelope ID: 9400E630-5134-434A-A104-56587BF7A596 Resolution No. 2026-027 N.C.S. Page 2 of 2 negligible or no expansion of use beyond that currently existing as of the time of the Council consideration and, accordingly, would likely be exempt from the requirements of CEQA in accordance with section 15061, subdivision (b) of the CEQA Guidelines and 15301. 3. Directs and designates the City Manager or their designee to be authorized to submit and execute all agreements and amendments related to the receipt of the SAFA Access for All grant. Under the power and authority conferred upon this Council by the Charter of said City.
