of the City of Petaluma, California
RESOLUTION RECOMMENDING THAT THE CITY OF PETALUMA WATER ADVISORY
COMMITTEE REPRESENTATIVE SUPPORT THE APPROVAL OF THE SONOMA WATER
FISCAL YEAR 2026-2027 PROPOSED BUDGET AND RATES FOR THE WATER TRANSMISSION
SYSTEM
WHEREAS, most of the City of Petaluma’s water supply is provided by Sonoma Water, which utilizes the
Russian River System to produce and deliver potable water for various communities; and
WHEREAS, Sonoma Water provides water wholesale to nine (9) water contractors in Sonoma and Marin
Counties; and
WHEREAS, the City of Petaluma is a member of the Water Advisory Committee (WAC), which advises
Sonoma Water’s Board of Directors on policy matters; and
WHEREAS, each year, Council receives information on Sonoma Water’s proposed Water Transmission
System budget and rates for the upcoming fiscal year and makes a recommendation to the City’s WAC
representative regarding approval of the budget; and
WHEREAS, the Technical Advisory Committee (TAC), consisting of staff from each of the water
contractors, provides advice and recommendations to the WAC; and
WHEREAS, on February 19, 2026, the TAC Finance Subcommittee voted to recommend that TAC approve
Sonoma Water’s proposed Fiscal Year 2026-2027 Water Transmission System budget and rates; and
WHEREAS, on March 2, 2026, the TAC voted to recommend that WAC approve Sonoma Water’s proposed
Fiscal Year 2026-2027 Water Transmission System budget and rates; and
WHEREAS, the proposed budget includes an increase of the wholesale rate for water purchased from the
Petaluma Aqueduct, from $1,415.42 to $1,542.42 per Acre-Foot (AF), an 8.97% increase from the previous year;
and
WHEREAS, the proposed rate increase includes a capital cost of $10 per AF to build up funds for future
capital improvement projects on the Petaluma Aqueduct; and
WHEREAS, the proposed rate increase will increase the total annual cost of water purchased by
approximately $940,000; and
WHEREAS, the rate increase was projected and anticipated in the 2023 Water and Wastewater Utility Rate
Study and is included in the City’s proposed Fiscal Year 2026-2027 water utility operating budget.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Declares that the above recitals are true and accurate and are incorporated herein as findings of this Resolution.
2. Directs the WAC representative to support approval of the proposed Fiscal Year 2026-2027 Water
Transmission System budget and rates at the WAC meeting on April 6, 2026.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 16th day of March
