RESOLUTION ENDORSING APPLICATION FOR AN
URBAN STREAMS RESTORATION GRANT FOR THE
DENMAN REACH PHASE 3 PROJECT,
CONDITIONALLY ACCEPTING GRANT IF OFFERED, AND
DESIGNATING CONTRACT MANAGER AND FISCAL AGENT
WHEREAS, the California Department of Water Resources, Division of Planning and
Local Assistance, Urban Streams Restoration Program has announced the availability of funds
for grants; and,
WHEREAS, said grants are intended to help solve flooding and erosion problems in a
way that provides environmental enhancement; and,
WHEREAS, the Denman Reach Phase 3 Project will continue the development of flood
terracing, pathways and enhanced riparian corridor habitat along the Petaluma River begun in the
City's Denman Reach Phases 1 and 2 projects, which have proceeded in cooperation with the
Southern Sonoma County Resource Conservation District and the Sonoma. County Water
Agency; and,
WHEREAS, by vote of its governing board on September 16, 2008, the Southern
Sonoma County Resource Conservation District has agreed to co-sponsor a grant application
with the City of Petaluma; and,
WHEREAS, the City of Petaluma has adopted the General Plan 2025 and the River
Access and Enhancement Plan which call for the implementation of improvements as included. in
the project proposed for funding with the grant funds, and recognize that as planned the project
would be expected to be environmentally beneficial; and,
WHEREAS, the City of Petaluma will comply with all applicable laws and regulations
relating to the project, .including if applicable, requirements of the California Environmental
Quality Act ("CEQA") prior to implementation of the project.

NOW, THEREFORE, BE IT RESOLVED that the City Council approves the filing of
a joint application with the Southern Sonoma County Resource Conservation District for an
Urban Streams Restoration Program grant for the Denman Reach Phase 3 project.
BE IT Fl1RTHER RESOLVED that if offered such a grant, the City Manager is
authorized to accept the grant and sign any contract for administration of the grant funds, and the
WRC Engineering Manager is authorized to act as Project Manager for the project. The City
Manager or his designee is further authorized to provide management and support services
required for performance of the work and administration of the Agreement, subject to the
requirement of written consent by both grantees as to the delegation of authority to submit
invoices for reimbursement.
