HomeMy WebLinkAboutCity Council Minutes 04/09/2001April B, 2001 Vol. 36, Page 49 1 City of Petaluma, California 2 Minutes of a'Special 3 'City Council Meeting 4 5 Monday, April 9, 2001 6 Council Chambers 7 8 The Petaluma City Council .met on this day at 7:D0 P.M. in the Council Chambers. 9 10 ROLL CALL 11 12 PRESENT: Vice Mayor Cader-Thompson, Council Members Healy, Maguire 13 Moynihan, 'O'.Brien, Mayor Thompson, and Council Member Torliatt 14 15 ABSENT: None 16 17 PUBLIC COMMENT 18 19 Terence Garvey, 83 Maria Drive, 20 recycling/sewer- treatment. plant. 21 spoke regarding the budget for the water 22 David Glass, 41 Oxford Court, spoke regarding_campaign contribution limits. 23 24 Michael John Gerke., Mike's. Glass; 120 Washington Street, spoke in opposition to tree 25 planting on Washing- ton Street: 26 27 Jo Ann Ritko Pozzi, 1310 Sunset Drive, asked Cou~eil to postpone tree planting on 28 Washington Street.: 29 30 Vasco Brazil„ .4551 ,Lakeville :Highway, spoke regarding. the- current .energy crisis and 31 weed control on City property; he noted that he was not happy "that thistle weed seeds '32 were blowing onto his property. 33 34 COUNCIL COMMENT 35 3.6 Council Member'Torliatt replied to Mr 37 of ponds: 38 Brazil's comments regarding pumping water out 39 Council Member Moynihan spoke regarding a groundbreaking ceremony he attended 40 on April 4 for the widering :of Highway 101 between Wilford Avenue in Rohnert Park 41 and the Highway t2 interchange in Santa Rosa. 42 43 Council Member Healy thought that planting trees along the sidewalks on 1Nashirigton 44 Street did not ,present a hazard and added that the pedestrian crossing signals at the 45 intersection of Kentucky and Washington Streets were broken. He announced that a 46 pedestrian lighted crosswalk was planned for the intersections of Liberty and Vol. 36, Page; 50 April.. 9, 2001 1 Washington. Streets or Keokuk.,and Washington Streets. He alsg noted that. the: list of 2 Petaluma projects included' in th:e Sonoma County Transportation. ,Agency's- (SCTA) 3 Transportation Plan (:Plan:) was a draft sub:m'itted by' City Management, -not: by elected 4 officials.: He concluded. his remarks by asking City Management to add to the: May 7 5 agenda a ,discussion. and possible direction regarding the prioritization of Petaluma's 6 projects included in the :Plan;. he wanted the discussion to .include the location of a 7 cross-town connector in Petaluma. 8 9 Vice Mayor Caller=Thompson reported she was one of three Council :Members. who 10 .attended. the SCTA meeting earlier that .day. She had ,questions regarding; ,the budget 11 for he project list. She commended the City Clerk for facilitating the recenf 'Citizen's 12 Involvement Night at.the Community Center, noting tflat 45 people participated and, that 13 those p,resent.were enthusiastic abouf becoming, more involved in community service.. 14 She also announced the upcoming Petaluma River Clean Up Day sponsored :by "U.S. 15 Filter, to -take place on May 12 at the Petaluma Marina.. 16 17 UNFINISHED BUSINESS 18 19 1. Shand 46 - Sava Morgan April 9, 2001 Vol. 36, Page 51 1 2 The following members of the public also spoke regarding Council's the application of 3 chemical pesticides on properties owned by the City of Petaluma and elsewhere in 4 Sonoma County as follows: 5 6 Terence Garvey, 83 Maria Drive, spoke in support of Chemical Collection fairs. 7 8 Andy Camozzi, Sonoma County Farm Bureau, 1795 Pepper Road, supported spot 9 spraying. 10 11 Nick Frey,. 5000 Roberts Lake Road, Suite A, Rohnert Park, Sonoma County Grape 12 Growers Association, neither supported nor opposed forced spraying. 13 14 Jim Haire, 2900 Skaggs Road, spoke in support of the use of alternatives such as oils, 15 soaps; spray as a last resort. 16 17 Jens I<ullberg, 1036 Stage Gulch Road, North Bay Agriculture Alliance, supported the 18 use of spray only when needed. 19 20 John Westby,..Agricultural Commissioner, supported a continuation of work with the 21 different groups towards solutions over the next two weeks.. 22 23 End of Public Comment 24 . 25 Mayor Thompson encouraged both sides to continue to meet and try to reach a 26 solution. 27 28 Council Member Torliatt agreed and added. that she- thought there should be, no forced 29 spraying on private property. Greater public awareness regarding relative health issues 30 was important. She noted that Supervisor Kerns was open to other alternatives. 31 32 Council Member Maguire agreed that the health and welfare of the community was at 33 stake and cooperation was the key to success. He preferred not to have forced 34 spraying. 35 36 Council Member Healy wanted to wait on adopting a resolution to see if parties reached... 37 a solution. 38 39 Vice Mayor Cader-Thompson hoped for a solution soon, noting the health risks with 40 spraying. 41 42 IViOTION: Council Member Maguire moved, seconded by .Torliatt, to continue the: 43 item to a date uncertain to see if the parties reached a solution and 44 directing City Management to return to Council with that information. 45 46 nAOTION Vol. 36, Page 52 April 9,.2001 1 P'ASS.ED: 7/0 2 3 Council ..Member Torliatt asked: that. confaet information be provided for the public,. 4 should they wanf more information.. 5 - 6 Mr. Westby provided the Agricultural Commission's number: 70,7 565 2371. 7 8 Miles Mendenhall, No Spray Action Network, p"ro~ded h;is telephone number: 707 "874 9 3119.
