Novato'. He asked that City .Management incorporate the findings 4 into the Housing Element of the General Plan. Discussion and, Possible Action Regarding Adoption of Revised Council Rules, 19 Policies and Procedures. (Rudnansky) Zo zi Council discussion included the following: zz 23 ® Council Member Healy suggested that on Page 4, item 3(a) be stricken and Za called for a straw vote. 2s z~ Straw Uote 4/3 (Council Members Healy, Moynihan, O'Brien, and Mayor z~ Thompson; voting "Yes;" Vice Mayor Cader-Thompson and zg ~ Council Members Maguire and Torliatt, voting "No.") z9 30 Council Members Healy and' Moynihan recommended the time allotted for 31 members of the- public to speak under Public Comment be changed from ten 32 to three minutes unless an extension of a specific individual's time was 33 afforded by the Chair, and/or three or more members of Council wanted the 34 ~ speaker afforded more time due to the complex nature of the issue 3s addressed. Emphasis w.as also placed on agenda management; that is, the .-36 amount and nature of business scheduled for any given Council meeting 37 should be limited in order to provide sufficient time for public comment and 3a Council discussion. 39 40 Council Members .Healy and Torliatt agreed to review and discuss other a~ areas of the document to refine and make recommendations to the Council 4z when the item returned for adoption. 43 as ® Council Member Moynihan repeated a request he made previously to include as an exhibit to the document that addressed the number of votes needed on 46 various types of issues.
