PUBLIC COMMENT
Steve Block, 19 Warrick Court is opposed to the proposed development that was
mentioned in, the Argus Courier regarding low-income housing in the Arroyo Park area
of Garfield Drive.
Don Weisenfluh, 903'Kensington Place is opposed to the proposed development of low
income housing in the Arroyo Park area of Garfield Drive.
He also wanted Council to state if they have any possible conflict of interest with any of
the applicants applying for'vacancies on Boards, Commissions and Committees..
Joe Callahan, 36 Village East Court, is opposed to the proposed development of low
income housing in the Arroyo Park area of Garfield Drive.
John Christensen, 2145 Rosemary Court is.op.posed to the proposed development of
low income housing in the Arroyo Park area of Garfield Drive.
David Gibbons, 5640 Dempsey Place, Santa Rosa, Director of the Sonoma County
Model Railroad Society. The model railroad is currently located in Santa Rosa, but they
are looking for better facilities and are interested in renovating the NWPRR Freight
Shed.

1 Terrance Garvey-, Spoke regarding, the Cross Town Connector and how much it would
2cost. to construct. He has.a map that show's„that in the year 2040 the flood lines will be.
3 exactly what they are today without any flood control at'all. People should start raising
4 their houses.

6 Richard Brawn, 141. Grevillia spoke regarding homeless encampments along Petaluma
7 Boulevard South i'n -the :unincorporated area. These are potential fire and health
8 hazards: He would like city officials to speak with the Sheriff's Department and the:
9 California Highway Patrol.

11 Wayne Vieler; 830'/2 C, Street, stated he would not be reapplying to the Planning
12 Commission because lof issues dealing with the process of the Basin .Street Project.

14 Victor Chechanouer, 2301 Marylyn Circle -is pleased and applauds thefactthe city is
15 looking into the possibility of providing affordable 'housing for people who work for the
16 city and teachers.

18' With regard,to the,Living Wage he asked the City Council to direct a census of the
19 wages paid to all city .employees 'and to the employees of those, companies who have .
'20 ,contracts to perform services for the city that in past years city employees performed.
21 These employees 'are entitled to an hourly wage that will enable'them to live. in
22 Petaluma or within 20 or 30 miles from, here.. There is a Living Wage Coalition that is
23 working on the issue of what constitutes a`Jivi'ng wage and is prepared in the future to
24 introduce ordinances to various cities within the .county and to the county: itself'. Their
25 phone number is 545=7349 ex_t. 48.

27 David --Glass spoke regarding Council's stand to pursue Open Space. DistrictJunds for
28 Lafferty.

35 COUNCIL COMMENT

37 Council Member'Torliatt stated that the housing issue needs,to:be'addressetl"during, the
38 General Plan process. For', those,, concerned about the housing element in Petaluma
39 they should get involved by contacting Pamela Tuft, Diirector:of General Plan at 778-
40 4345.
41 She also stated that the city does not own the freight shed or the railroad depot site., the
42 Northwestern Pacific Railroad :Authority owns: it.

44 She would like SCWA to provide the Council with the official request that'they made for
45 exemption status for the rolling blackouts.

1 She would like to participate in the discussions regarding a Living Wage.

3 Mike Healy, the definition of Workforce Housing is above 100% of median family
4 income. A 100% of median for a family of 4 in Petaluma is just over $60,000 a year.
5 There is a map of different potential sites identified for" Workforce Housing that the task
6 force intends to bring forward in September with Bonne Gaebler's current update on the
7 status of the Housing Element of the General Plan.

9 Council approved a contribution to the Nexus Study led by the City of Santa Rosa on a
10 countywide basis for potentially having housing impact fees on commercial
11 development. This study has not started because some smaller cities in the county
12 have not approved their contribution. Council needs to follow up to make sure that
13 study gets underway.

15 Regarding the Garfield site, ho decision would be made without public input. Such
16 housing couldn't be restricted to employees if'the city were to avail itself of certain
17 federal and state financing programs that,those'kinds of restrictions would not be
18 allowed. There is no requirement that we avail ourselves of those types of funds.
19 The number of units quoted in the newspaper is on the high end of the range of what
20 that site could handle.

22 He respectively disagrees with Mr. Vieler's comments regarding how to consider
23 projects in the downtown area in .the interim before the Central Specific Plan is adopted.

25 Janice Cader-Thompson attended the Living Wage Coalition Labor Council Summer
26 School. The Living Wage Ordinance will come before Council for discussion in the
27 future. In order for a single person with one child to rent a two-bedroom apartment they
28 would have to be making $15.95 per hour.

30 Louis has done a film on water, which he won an award,for. She thanked him for his
31 work and invited him back so Council could view the film.

33 She agrees that we need to discuss the housing element when discussing the General
34 Plan instead of segmenting everything out. She encourages members of the ,public to
35 get involved with the General Plan.

37 She thanked Mr. Vieler for his years spent on the Planning Commission.

39 Shollenberger Park has a display showing the two possibilities of the sewer plant. One
40 of the displays is an 80 -acre wetland that would be a public trail connecting
41 Shollenberger Park. She encourages the public to view this display.

43 Matt Maguire assured the people in the Garfield area that there is no proposed project 1
44 at this time and there will be numerous times when the public can. share their concerns.
45 He also encourages the public to participate in the General Plan process.

1 Mike O'Brien agreed there is no project at this time. He suggested that staff°write a
2 letter to Captain Larry O'Shea of the Highway Patrol in Santa Rosa and he will address
3 the issue of the homeless encampment.
4 Some citizens who want to do a memorial, to Pat Dougherty who died in December have
5 approached him. They Would like to have a bench installed at either Shollenberger Park
6 or Rocky Dog Park.

8 Bryant Moynihan, Commends both the nurses at Petaluma Valley Hospital and
9 Memorial Hospital in .working :out an agreement. As a community we need.to be aware
10 of how we can continue to help. .the medical community and provide qualified medical
11 service in the community.

19 ADOBE ,CREEK WEIR AND DIVERSION CHANNEL
20 Mike ,Moore stated that the Ordinance which was introduced on June 18th that
21 would :allow the city to establish the Mello=Roos Special Tax. District that will
22 provide the funding for on-going Maintenance and monitoring of the Adobe Creek
23 Weir and Diversion Channel could not be published in the Argus Courier prior to
24 this hearing because the Argus Courier only publishes once a week.

26 Mr. Moore presented options,for Council to choose from. Option B was Council's
27 preferred choice.

29 Option B Council chose not to adopt the ordinance introduced on June 18th and
30 instead will follow the applicable provisions of state law and create a MelloORoos
31 Special Tax District for the 12 remaining homes in Cross Creek. The City would
32 not have the benefits of the ordinance (which are primarily the breadth and
33 variety of facilities and services that can be funded,, and shorter time lines for
34 establishing the Special Tax; and which cannot be,enacted withoutthe approval
35 of a City council), but would still be able to create a Mello -Roos Special Tax
36 District for those 12 homes.
