Introduced by: Jack Cavanagh Seconded by: Michael Davis AN ORDINANCE OF THE CITY OF PETALUMA ESTABLISHING A SENIOR CITIZEN CENTER COMMITTEE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS FOLLOWS: Section 1. Chapter 2.70 of the Petaluma Municipal Code is hereby added to read as follows "CHAPTER 2.70 -SENIOR CITIZEN CENTER COMMITTEE 2.70.010 Establishment 2.70.020 Terms of Office 2.70.030 Organization 2.70.040 Duties 2.70.050 Vacancies 2.70.010 ESTABLISHMENT A Senior Citizen Center Committee, consisting of seven members of the community, whose age shall be 55 or over is hereby established for the City. 2.70.020 TERMS OF OFFICE The term of office for each of the members of the Commission shall be for two years and no member shall serve more than two consecutive terms . The terms of office shall commence as of July 1, 1988. The first three appointments shall be fora term of one year only, and thereafter the terms ®~~.17 0 ~. N C S of those three members shall be for two year terms . The terms of th.e other four members shall be for two years from the initial appointment as of July 1, 1988. 2.70.030 ORGANIZATION Within ten days after the appointment of the Committee, it shall meet in regular session and organized by electing from members of the Committee, a chairman and secretary, who shall hold office for a term of one year. Thereafter, the Committee shall meet in regular session not less than once every sixty days, at a time and place selected by vote of its members . The Committee shall have the right and duty to adopt such rules and regulations as it shall determine appropriate for the conduct of its meetings and the selection of its officers and for the performance. of 'its functions and responsibilities. Committee shall not have the right to employ any person or incur any expense or obligation without approval from the City Council. 2.30.040 DUTIES The Committee will advise the City of Petaluma on the overall administration, programming and operation of the Lucchesi Senior Citizens Center. Such advice shall include the following matters: (a) Programs for Seniors at the Center; (b) Recruitment of volunteers; (c) Facility operation; (d) Recruiting community involvement .for donations at the Center; and, (e) Any other advice deemed necessary by any of the members of the City staff . 2.70.050 VACANCIES Upon the death, resignation, disability to perform the duties of a member of the Committee, or upon the loss of permanent residency from the City, or upon the failure to attend any of the meetings of the Committee for three consecutive regular meetings, except in case of illness or for some other unavoidable cause, the City Council shall review and if found to be appropriate, declare the office of such member vacant and thereupon pia. 17 ®1 N C ~ appoint some qualified person to fill such vacancy for the unexpired term of such member. Section 2. The City Clerk is hereby directed to post this Ordinance for the period and in the manner specified by law.
